Dear Mr. Vice President Al Gore,

Nervous with somewhat hyper-sensitivity, I write the letter.

Kyuma, the first head of the Japanese Defense Agency to visit mainland China since 1987, responded that Japan recognized the mainland's sovereignty over Taiwan and would take " utmost care " over implementing the Japan-U.S. defense guidelines.

Last week a new flare-up over disputed island in the East-China Sea added to tensions over the defense pact. The Japanese Coast Guard said on Friday(April 30, 1998) that a mainland Chinese research ship had defied warnings and sailed into waters claimed by Japan near disputed islands known as the Senkakus in Japan and the Diaoyus in mainland China.

Mainland China has issued a stern warning to Japan not to include Taiwan within the scope of an expanded defense agreement with the United States.

" China will not accept any action designed to include the Taiwan straits either directly or indirectly in the sphere of Japan-U.S. defense cooperation guidelines." mainland Chinese Defense Minister Chi Haotian said.

U. S. Secretary of State Madeleine Albright signed the revised defense accord between Japan and the United States in Tokyo.(May 1, 1998)

Mainland China fears the agreement is designed to protect Taiwan in the event of mainland Chinese military action against the island, which Beijing regards as a rebel province.

Beijing never forgo military action in Taiwan; the best reason is that the most of countries in the world recognized Beijing is the only legal government; despite of Taiwan people's will and its sovereign condition.

Chi told Kyuma that "attempting to include the Taiwan straits into the sphere of the guidelines would both violate and interfere in China's sovereignty, and would be totally unacceptable to the Chinese government , people and armed forces."

Is Taiwan people not Chinese people? Taiwan people had been threatened by Beijing 's military action for a long time.

"Chinese never fight Chinese." We have hear recite and recite for many years.

I do hope the first democratic Chinese country---Taiwan, will live longer.
