Because of advanced CSS-7 missiles' threat, Taiwanese people asked for more defense of ballistic missile capability.

Washington, Nov. 23 --- Mainland China is expanding a missile base across from Taiwan, where nearly 100 of its newest short-range missile systems will be deployed, the Washington Times reported Tuesday.

Construction of the missile base at Yangang some 440 kilometers (275 miles) from Taiwan, was photographed by U.S. spy satellites in mid-October, the newspaper said.

Citing "Clinton administration officials familiar with intelligence reports," the newspaper said mainland China is expected to deploy at the base advanced CSS-7 missiles, also known as advanced M-11s, capable of carrying several different types of warheads up to about 500 kilometers (300 miles).

"The missiles can be armed with small nuclear warheads. Beijing has obtained small-warhead technology from the United States through espionage," the newspaper said.

It was the second consecutive day that the conservative Washington Times has carried a story citing unidentified officials with access to intelligence reports.

The newspaper reported Monday that in recent weeks U.S. intelligence has confirmed that Iran sold Scud missiles to the Democratic Republic of Congo, giving the government of Congolese President Laurent Kabila a ballistic missile capability that in Africa is currently possessed only by South Africa.

In a follow-up report Tuesday the newspaper said that while Central Intelligence Agency officials believe the transfer of the Scuds has not yet occurred, defense intelligence agencies "were the first to report the exports and believe they have already taken place."
