Dear Mr. Trent Lott,
        Mr. Denny Hastert,

Taiwan is a global Taiwan not only for China's Taiwan. Taiwan needs stand up in international community. Let Taiwanese people's voice spread to our world. The history of Taiwan is a procedure of democracy, that's Chinese people wanted to achieve urgently. New Party's thought was ramparted in past history that stagnating Taiwan democratic change. Maybe most of Taiwanese people could accept communist China's reunification upon one democratic system?

Few people in Taiwan supported "reunification with mainland China" as soon as possible without thinking about the situation of democratic Taiwan which creating on respecting human rights, freedom and prosperity, the only reason is that mainlander in Taiwan wanted to closer in "motherside" of Chinese mainland.

They lived in Taiwan, worked in Taiwan, and depended on Taiwan. Unfortunately, they forgot what is their responsibility, for ancient Chinese's wishes. Taiwan experience flowed from the source of human nature, especially on Chinese people's wants that is the dream of Chinese over 5000 years ago.

U.S. President Bill Clinton was swift to praise negotiators and to recognize: U.S.-PRC WTO agreement as a milestone in the oft thorny tie between Beijing and Washington.

"The agreement is a major step forward in bring China into the WTO and a profoundly important step in the relationship between the U.S. and China," Clinton said on the official visit in Ankara.

The true meaning of President Clinton's idea is want communist China step up real democratic country over the rules of international party.

We have built democratic system in Taiwan, a member of global village. But minority was drawn by paranoid of Oedipus complex.

Tokyo Governor Shintaro Ishihara left for home yesterday (Nov. 16, 1999) after a historic but controversial visit attended by protests but not before drawing more criticism from lawmakers and a scuffle between his body guard and a reporter.

According to the Central News Agency, one of his bodyguards had a brief tussle with a reporter but had cooled off before Ishihara boarded the plane at around 12:05 pm.

Vice Foreign Minister David Lee defended the ministry in a question-and-answer session with the Legislature's foreign affairs committee, affirming the ministry did get a short notice on Ishihara's trip and that the visit is beneficial to the development for Taiwan-Japan relations.

"MOFA's knowledge about the visit is not entirely as deficient as the media has reported," said Lee in response to Democratic Progressive Party legislator Chiu Chui-chen's inquiry. "To a certain extent, the minister knew the most about it and I myself also knew about it."

Chiu suspected that Ishihara's trip --- which was arranged by President Lee Teng-hui himself --- will become a pattern for future diplomatic interaction.

Lee called Ishihara --- a longtime personal friend of the president's --- and invited him to visit just three days before his arrival in Taiwan. The surprise element of the trip again raised the issue on whether the president had over stepped his authority and interfered with foreign affairs.

Lee has long been criticized for his alleged intervention on foreign policy, announcing the U.S.$300 million aid package to Kosovo earlier this year and inviting Ishihara to visit without the knowledge of the foreign ministry. The invitation is widely viewed as an attempt to demonstrate support for anti-China militarists and affection for Japan by pro-reunification groups.

New Party legislator Elmer Fung attacked President Lee for degrading Taiwan by inviting Ishihara, who he described as a Japanese militarist who has no respect for Chinese.

"Do you think the Israeli government will invite a German Nazi who denied the World War Two massacre of more than six million Jews?" asked Fung, a pro-reunification hardliner. "We recognize his opposition on what he referred as 'Western imperialism', but he should not apply his Japanese imperialism to invade our Tiaoyutai Islands."

Ishihara was strongly criticized for his denial of the Naking Massacre in 1937, in which Japanese army killed more than 300,00 people in China's former capital. His assertion on Japan's disputed sovereignty of the Tiaoyutai Islands also angered many Taiwanese.

Fung also criticized the president for speaking Japanese with Ishihara and Japanese reporters, saying a national leader should not use foreign language with foreign guests and that it would damage a country's integrity. A fluent Japanese speaker, Lee received Japanese education during Taiwan's colonial period and has kept close relationships with many Japanese politicians and scholars.

David Lee justified the visit saying Japan is Taiwan's neighbor and their close ties in culture, history, economy and trade has made Japan a very important factor in Taiwan's diplomacy.

"Ishihara is here as a state guest," said Lee in response to Fung. "When he was elected on April 11, the minister had expressed desire to invite him for a visit," he said.

The Vice Foreign Minister then added, "Ishihara is an elected local governor with 1.66 million supporters and his visit is definitely a positive diplomatic development. We would like to see more Japanese politicians coming to Taiwan in the near future."

In our view, New Party legislator Elmer Fung attacked President Lee with "nonsense". In Taiwan history, there are more and more massive massacres that Chinese killed Taiwanese, and then force Taiwanese people surrendered to mainland China. Clearly, Taiwan's future was decided by mainlander's love and hate. Mainlander's nationalism must quit that under Taiwan's security, and the position of global village.

For future diplomatic interaction and Taiwan self-defense, we supported President Lee Teng-hui.
