Taiwan hopes to play a more significant role in promoting peace in the world. Taipei, a rival of Beijing since a civil war split in 1949, has tried in vain in the past eight years to be readmitted to the world body under repeated opposition by Beijing and its supporters.

¡§We will not be discouraged¡¨ the President Chen said. ¡§Taiwan has to stand up, the Republic of China has to reach out, and our bid to re-enter the United Nations will be successful one day.¡¨

Taiwan is small, but military power could make big voice for negotiation with Beijing. We insisted that Taipei build up its armed force, not because it is preparing for the war with mainland. ¡§It¡¦s merely to prevent war from being waged,¡¨ Premier Tang Fei said on September 9, 2000.

Sept. 12, 2000 ---

A major Canadian daily printed on Sunday a blistering attack on mainland China and the Western powers¡¦ support for the ¡§one China¡¨ policy, characterizing mainland authorities as ¡§barbaric,¡¨ and the West¡¦s support for ¡§one China¡¨ as an ¡§obscene hypocrisy.¡¨

The Ottawa Citizen, in an editorial titled ¡§The China that is free,¡¨ began its appeal by comparing how ¡§butcher¡¨ Li Peng and democratically elected Chen Shui-bian were treated in the United States recently. Li was ¡§greeted with the usual diplomatic courtesy¡¨ while Chen was treated as ¡§an unperson¡¨ during a transit in Los Angeles, the paper noted.

¡§In return for his transit visa, (Chen) was ordered to speak to no one in his official capacity. The Chinese communists nevertheless went bananas at his mere appearance on U.S. soil, to which the States Department responded obsequiously,¡¨ the daily added.

¡§This is not just hypocrisy. The ¡¥one China¡¦ policy of Bill Clinton, aped by Canada and Western allies is in practice obscene. It is a constant reminder of the role cowardice plays in the propagation of evil,¡¨ the paper said.

¡§There cannot be two Chinas¡¦ goes the tedious diplomatic refrain. And yet there are, and the existence of the other China --- free, prosperous and now fully democratic Taiwan --- should bring hope to every poor and enslaved country whose people want to rise,¡¨ the Citizen stressed.

¡§In two generations, a blink of historical time, Taiwan has transformed itself from a basket case under one-party rule into a bastion of free speech and high technology,¡¨ the daily said.

¡§But the achievement is far from secure,¡¨ the paper added, noting that Taiwan is in constant readiness for invasion. ¡§Taiwan¡¦s achievement casts a long shadow, one that reaches to Beijing. Its very success is a reminder to every living Chinese of what China could have done, without the Communists.¡¨

¡§It is this shadow that encroaches upon the pretensions of Beijing¡¦s squalid politburo, the knowledge that there are indeed two Chinas, and that theirs is a barbaric impoverished backwater.¡¨

The editorial went on to make the point that Taiwan¡¦s success is proof that mainland China does not need a totalitarian government to function properly, contrary to Beijing¡¦s claims.

It also congratulated President Chen for his insistence that the solution to the cross-strait problem --- whatever it is --- must be acceptable to the 23 million people of Taiwan.

Whoever is president ¡§cannot negotiate without the support of ¡K Taiwan. And it is not only mainland China, but the fickle West that must somehow find a way to understand this,¡¨ the paper added.

¡§Reunion is thus for the more distant future --- which is to say, for the time when the mainland becomes free like Taiwan,¡¨ it said.

¡§Those who genuinely long for one China should concentrate efforts on advancing that cause; not on the problem that is being fixed, but on the problem that seems unfixable. For the West, the abandonment of our obscene hypocrisy would make a first humble step along the way,¡¨ it concluded.

In Taiwan side; mainland China¡¦s huge stockpile of M-class short-range missiles would be the most likely weapon used against Taiwan in the event of an attack that including continental DF-31s, could threat not only the island.¡@

Contrary to the fact; mainland Chinese military experts warned anew against Taiwan in a proposed U.S. antimissile system, saying it could be used to set mainland China attack Taiwan it views as part of its territory.

In Taiwan, the diplomat urged communist China to recognize the existence of the Republic of China founded in 1912, adding the ROC government has maintained its sovereignty on Taiwan since 1945.

Only the ROC government can represent the 23 million people of Taiwan in all internationals, including the U.N..

In our view; Taiwan was threatened by Beijing with military force, that the fundamental rights of its 23 million people can¡¦t participate in the work and activities of the United Nations is out of reason and insult to human rights.

Sept. 12, 2000 ---

Venezuelan President Hugo Chavez warned Sunday he may stop attending United Nations meetings ¡§unless profound changes are made in its institutions,¡¨ and slammed the U.N. Security Council as ¡§not very democratic.¡¨

On his radio show ¡§Hello, Mr. President,¡¨ Chavez --- fresh from a trip to the U.N. Millennium Summit --- complained that ¡§the Security Council is above the U.N. General Assembly.¡¨

How can we keep a council with five (permanent) members that can make decisions that go against the opinions of a (General) assembly that groups the countries of the world?¡¨ Chavez asked.

The United States, Russia, mainland China, Britain and France are permanent Security Council members. Another 10 countries are on the council holding seats that rotate every two years, but the permanent members have veto power over council decisions.

¡§I do not share the idea that just five countries should decide the fate of all the peoples of the world¡¨ Chavez said. ¡§We cannot chart a course through the 21st century with a 1945 map.¡¨

¡§If this does not change soon, it is not likely that I will continue attending these meetings to speak for five minutes, without being heard¡¨ Chavez added, referring to the time limit imposed on leaders¡¦ speeches.

Chavez said General Assembly decisions should be the ones that carry the most weight, and should be irrevocable.

While Taiwan has become a full-democratic country, the PRC has made gains in curbing the Taiwan¡¦s growing identity with military force and economic power.

For the eight times, the PRC and its supporters in the U.N. General Assembly successfully blocked Taiwan¡¦s bid to rejoin the world body.

On the other hand; the few countries as U.N. Assembly controlled everything important on hand, despite its is just or non-just it do its wants only. Unfortunately, the Security Council is above the U.N. General Assembly.

¡§One China¡¨ became oath that big countries are following the principle by a major Canadian daily printed on September 10, 2000, it reminded us of the meaning on ¡§obscene hypocrisy.¡¨

In our view, it would better to fight for human rights than to fail at the violence that told us how much importance to deal with the threat from power¡¦s conflicts --- Do must do, insisting on what is justice.

However; Taiwan needs your support.
