Lu calls for 'one Chinese' while in US

To free the communication deadlock across the Strait, Vice President Annette Lu (§f¨q½¬) proposed to use the term "one Chinese" (¤@­Ó¤¤µØ) to replace "one China" given that people of both sides are of the same ethnic origin and share the same culture, according to reports from Central News Agency.

Lu also sought US support in helping Taiwan be admitted into the WHO. She said Taiwan does not mean to be a "troublemaker" by hoping to play a part on the international stage; on the contrary, Taiwan aims to create a better world by being able to contribute its share of the work.

When meeting with members of think tanks in New York, Lu said yesterday that no matter whether the so-called "1992 consensus" exists, we should deal with the cross-straits issues with "a new mindset, because we are living in a whole new era."

Those present at the meeting included Andrew Nathan and James Seymour -- China scholars from Columbia University, former US State Department China specialist Winston Lord, Taiwan's representative to the US Chen Chien-jen (µ{«Ø¤H) and Eugene Chien (²¤S·s), deputy secretary general of the Presidential Office.

"The term `one Chinese' should be adopted to be in place of the controversial phrase of `one China' because people from the two sides are of the same race, who share the same cultural background ... `one Chinese' is more acceptable by both parties," Lu said.

"If Beijing insists to impose the concept of `one China' upon Taiwan, it is no different from asking Taiwan to surrender. It is absolutely unacceptable."

While having floated the idea on many occasions when receiving visiting guests in Taiwan, Lu for the first time yesterday directly championed her ideas to the international community.

The vice president has a three-day stopover in New York, en route to Nicaragua and Paraguay to cement diplomatic ties in the Latin American countries on behalf of President Chen Shui-bian (³¯¤ô«ó).

Lu, often a vocal critic of China's poor human rights record and hostility toward Taiwan, called upon the Chinese government to express its goodwill toward Taiwan by dropping its promise to attack Taiwan by force if necessary.

In view of the controversies surrounding the existence of the so-called "1992 consensus," Lu said she had reviewed the documents to find there was indeed some sort of consensus reached between the Chinese Association for Relations Across the Taiwan Strait and Taiwan's Straits Exchange Foundation at that time, but that in terms of the interpretations, each side just takes what it wants.

Particularly since the Koo-Wang talks (¶d¨L·|½Í) in 1993, Lu said the Beijing government has been exerting every possible means to distort the so-called "1992 consensus."

Lu cited the "White Paper on Taiwan," released in 1993, as an example. She said the paper clearly stated "there is only one China in the world, and Taiwan is an inseparable part of China. The central government is located in Beijing."

The vice president noted that younger generations in Taiwan do not hold grudges against China because they did not experience the historic animosity between the KMT and the communists, and since taking office, President Chen has been exuding maximum goodwill in a bid to promote cross-strait communication.

If the new leaders in China forsake the historic hatred, the two countries should be able to get along peacefully, Lu said.

Lu also expressed Taiwan's gratitude to the US government for its continuous support and assistance of Taiwan.

Senior US congressmen heaped praise on Taiwan and Vice Pre-sident Annette Lu (§f¨q½¬) as Lu spent the first full day of a three-day transit visit to New York City en route to Latin America.

"We need to ensure a closer relationship between Americans and Taiwanese, one that will strengthen the integrity, sovereignty and security of Taiwan," said New York congressman Benjamin Gilman, after a luncheon meeting with Lu and her aides at the Waldorf-Astoria hotel, where she is staying.

"It is gratifying to join Vice President Lu to discuss the many challenges facing Taiwan in the coming months," said Gilman, the former chairman of the House International Relations Committee and currently the number two Republican on the committee.

Gilman strongly endorsed the creation of a Congressional Taiwan Caucus to focus support for Taiwan on Capitol Hill. The idea of a caucus, which was first raised by Florida congressman Robert Wexler during a recent trip to Taipei, has already attracted the interest of more than 20 House members, congressional aides say.

The caucus could be formed as early as next month, after Con-gress comes back later this month from its winter break. It would provide a formal setting to push legislation and other actions to support Taiwan, building on a deep well of support among individual members.

Meanwhile, House Majority Whip Tom Delay welcomed Lu's visit and her plan to visit "Ground Zero," the site of the Sept. 11 World Trade Center terrorist attack, during the visit.

"Taiwan is a tremendous ally. The Taiwanese people's devotion to liberty and democracy inspires freedom-loving people around the world," the Texas lawmaker said in a statement issued in Washington. "The tragic events of Sept. 11 underscore the need for all nations committed to democratic principles to stand together to defend the cause of freedom. It's good to know that Taiwan stands with America."

During his luncheon with Lu, Gilman endorsed "robust arms sales" for Taiwan. "We recognize the significant threat that the People's Republic of China poses to the region and Taiwan. Congress supports President Bush's position that the US will not tolerate any communist attack against Taiwan," he said.

He also expressed "gratification" over Taiwan's accession this month to the WTO.
