The Thoughts after the For Taiwan Conference (I)
By Dr. Hsin-Hung Wu March 12, 2000
The "One China Two System" is not practical to apply to
Taiwan because the Chinese government does not show its sincerity to the
people in Taiwan and in the whole world. China views Taiwan issue is an
internal affair. In reality, China states that the Republic of China (on
Taiwan) is a domestic government under the People's Republic of China.
In addition, the Chinese government has not given up the use of force to
resolve the Taiwan issue. Therefore, there is no any consensus between
the two sides of the Taiwan Straits.
For Chinese government, "One China Two Systems" is just a
scheme for reunification. Unfortunately, many people do not believe what
the communism China states. On the other hand, these people declare that
"One China One Good System" is the only way to solve the
Cross-Straits relation. That is, this one good system is a democratic
system. The people under this democratic system can enjoy the freedom of
speech, the freedom of belief, and the freedom from fear.
I believe that the Taiwan Issue should be resolved peacefully and
internationally, but it cannot be treated as a domestic issue between
Taiwan and China. In fact, since 1949, People's Republic of China and
Republic of China are parts of a divided China. In fact, more than one
hundred and seventy countries recognize PRC, while more than twenty-five
countries in the world recognize ROC. PRC or ROC cannot be represented
as the whole China from a historical view. Therefore, Taiwan should be
treated equally with China.
After the Presidential election. the new President should draw a
conclusion from Taiwan's residents and different parties before the talk
between Taiwan and China. That is, the newly elected President should
decide what our baselines are if we are willing to negotiate with China,
including the three links. During the talk, the United States, Japan,
European countries, etc., should be involved to endorse the talk.
If the Cross-Strait tension is to be resolved, a mutual trust between
Taiwan and China should be established. After that, any kind of
agreement between two sides can be reached. At that moment, Taiwan can
decide whether or not the reunification with Mainland China is the best
under one democratic system. Right now, trash talks, tension rising,
confrontations, or even wars are not the best resolution for the two
sides of the Chinese. Hopefully, the leaders can calm down first and
then use their heads to peacefully deal with Taiwan Issue so that the
Chinese people between the two sides can create a win-win situation.
