Taiwan was ceded to Japan in 1895 in the 1943 Cairo Declaration issued by generalissimo Chiang Kaishek, U.S. President Franklin Roosevelt and British Prime Minister Winston Churchill, the return of Manchuria, Taiwan and the Prescadores (Penghu) was promised to the ROC.

In August 1945, Japan announced its formal surrender to the allies in accordance with the terms of the Potsdam Declaration of July 1945, Taiwan was returned to the ROC later that year, the People's Republic of China was established in 1949.

When Japan normalized its diplomatic relations with mainland China in 1972, the Japanese government did not indicate its recognition of Beijing's claim that Taiwan is an inalienable part of the PRC and that the PRC government is the sole legitimate government of China. Japanese government must abide by the 1945 Potsdam Declaration.

Whether Japan would accept Beijing's "three noes" policy is the important key for Taiwan stance.

Straits Exchange Foundation(SEF) chairman Koo Chen-fu said(Oct. 26, 1998) his recent remarks about the 1945 Potsdam Declaration were made to warn Japan not to get involved in the cross-strait dispute over Taiwan's sovereignty. Koo said he told Jiang that the thrust of democracy lies in party politics and mainland China should give up its long-held one-party regime to offer alternative to its people.

Koo said Jiang had spent some time talking about democratic development in mainland China during their one-and-half hour meeting.

"Democracy is all relative, not definite, and can only be carried out at local level. It remains necessary for the central government to maintain powerful and strong leadership" Koo said quoting Jiang. The democratic mainland China would give the proof of "unification" between cross-straits.
