Dear Mrs. Madeleine Korbel Albright,
Taipei has strengthened its coastal security after 60 mainland Chinese fishing vessels
were sighted off central Taiwan (Nov, 12, 1998). Police and coast guard units moved near
the coastal towns of Yauni and Tunghsiao after the boats began massing about three miles
(4.8 kilometers) offshore.
The reason for the mainland Chinese fishing boats to seek shelter off Taiwan in bad
weather similar to what was now being experienced. But usually only a few boats were seen,
police said they would take action if the mainland Chinese fishermen were found to fish or
attempt to land.
Each year hundreds of illegal mainland Chinese immigrants were caught
trying to illegally enter the island.
Taiwan and mainland China are still technically at war despite the commencement of
civil contacts since the late 1980s. The sign of 60 mainland Chinese fishing vessels,
would induce conspiracy by Beijing.
Washington suspect Beijing may have transferred missile technology to Iran and Pakistan
despite mainland Chinese pledges to strengthen missile export controls, a U.S. official
said (Nov. 12, 1998). U.S. concerns about possible transfer were aired during a day and
half of meetings between senior mainland Chinese and American arms-control negotiator, the
official said.
Beijing's plot as the usual way; --- talk is one thing, to strive for
making a fight is another. If you have a trouble with others, just strike down him.
Negotiation is only a joke.
In our opinion; its a heart-warning thought, the notion that there might be a
settlement between the Dalai Lama and mainland China to resolve the future of Tibet. But
chances are its not going to happen. However; Taiwan will be shocked by missile tests from
Beijing's game, as its routine for communist China.
"Chinese nationalism is not one of singing the praises of a richly diverse
culture, but one of insisting that all should march to the baton of a single political
authority." observed China scholar Lucian W. Pye in his book "Asia power and
politics". Beijing's biggest fear; he said, is that "independent
democracy" will be formed "out side" its centralized control.
We hope the democratic cultivation of mainland Chinese's new generation, was rooted by
Washington's effect.
Sincerely Yours,
Yang Hsu-Tung.
