Mainland China on Thursday (Nov. 19, 1998) voiced its obligation to the upcoming visit exiled mainland Chinese dissident Wei Jingsheng to Taiwan.

"We all know what kind of a person he is, he is a criminal on medical parole." Foreign Ministry spokesman Tang Guoqiang said in response to a question on the visit.

On the other hand; mainland China has stepped up its policy of international isolation against Taiwan after the high-level meeting between the two sides in October, the Mainland Affairs Council (MAC) said yesterday (Nov. 19, 1998). While Beijing is backing its diplomacy with military right. Its goal is to quench Taipei's diplomatic resources and snap away all of Taipei's allies, according to the MAC. The diverse and flexible isolation tactics adopted by Beijing are reflected in the frequent "presidential diplomacy" and "diplomatic forays" by leading officials in recent months, the MAC pointed out.

Communist China has won away four of Taipei's allies this year. The latest one has been Tonga, which switched recognition to Beijing two weeks after Koo's mainland trip.

Under Beijing's international isolation, Taiwan need more struggle with diplomacy.

A report related about Wei's situation was isolated by Beijing government. Wei was released on medical parole and deported to the United States last year after spending all but six months of the last 18 years in prison for calling for democratic reform in communist China.

Since going into exile, he has been urging a tougher stance on human rights abuses in mainland China and has met top leaders around the world, much to Beijing's chagrin.

"Our position this is well known, we oppose other countries providing facilities for Wei Jiangsheng's splitting activities on foreign soil" Tang said. "We hope the countries concerned will act cautiously and refrain from doing anything that will hurt bilateral relations" he added. Wei is due to arrive in Taiwan shortly after the Dec. 5 elections for parliament and according to local reports, could meet President Lee Tong-hui.
