Mainland China ---

Police have detained two of China's most prominent, active dissidents and three other democracy campaigners in a concerted crackdown apparently aimed at crushing a budding opposition party.

Police in two cities descended on the homes of Xu Wenli, Qin Yongmin and other members of the China Democracy Party on Monday (Nov. 30, 1998) night and took them away, relatives and a human rights group said yesterday (Dec. 1, 1998).

Washington, Nov. 30 ---

The report, titled " A national security strategy for a new century" also noted that the U.S. strategy of promoting democracy includes efforts to pursue a constructive, goal-oriented approach to achieving progress on human rights and rule of law issue with mainland China.

The report said that other key U.S. security objectives for the future include:

--- Sustaining the strategic dialogue begun by the recent summits between Clinton and mainland Chinese President Jiang Zemin summits and other high-level exchanges between the United States and mainland China.

--- Strengthening mainland China's adherence to international non-proliferation norms, particularly in its export controls on ballistic missile and duel-use technologies.

--- Achieving greater openness and transparency in mainland China's military.

--- Encouraging mainland China to play a constructive role in international affairs through active cooperation in the Association of Southeast Asian Nations Regional Forum, the Asia Pacific Economic Cooperation Forum and the Northeast Asia Security Dialogue.

--- Improving law enforcement cooperation with mainland Chinese officials through increased liaison and training programs.

The White House stressed that "our policy toward China is both principled and pragmatic; expanding our areas of cooperation while dealing forthrightly with our differences. "Therefore seeking to isolate mainland China is clearly unworkable." More importantly, the report said, choosing isolation over engagement would not make the world safer but would make it more dangerous. It would undermine rather than strengthen U.S. efforts to foster stability in Asia and halt the proliferation of weapons of mass destruction and it would hinder the cause of democracy and human rights in mainland China, set back worldwide efforts to protect the environment, and cut off one of the world's most important markets.

Above reasons; we know the program of U.S. policy about relating to mainland China contrary to build a constructive strategic partnership between the U.S. and mainland China. However; the situation of Taiwan should be maintained enough power for Beijing's military threat.

From history that we found over the post time, the policy of "self-"contradictory" and "double-ways' strategy" is the major game of communist China.

In our view; we are always confused by real plots of communist China.
