That United States lamented new security tie with Japan. Does Beijing really want a war apology ? Truth be told, it does well by the states quo, for example, China garnered $3.2 billion in sweat heart loans for agricultural and environmental projects. That figure does not include a pledge for billions more to build a bullet train linking Beijing and Shanghai ' Meanwhile; Beijing announced that it would compete against the western Japanese city of Osaka to host the 2000's Olympic Games...

In our view; growing China with spreading weapons' force, would be out of controlled by dictatorship under hegemony of monopoly's communist.

Only last Monday, when President Jiang Zemin returned home from a state visit to Russia and Japan and Beijing's diplomatic engagements has shrunk to minimum for the rest of the year, did the detentions begin, Wang Youcai was charged with inciting the overthrow of the state and his case was handed over to state prosecutors on Dec. 3, 1998.

While Qin was identically charged, Qin Yongmin's work of publishing a newsletter entitled "human rights watch". Wang Youcai and two other activists launched their application to set up a branch of the party during the visit to mainland China by U.S. President Bill Clinton in June.

Other dissidents lodged application in nine provinces and cities during state visits by French Prime Minister Lionel Jospin, U.N. High Commissioner for Human Rights Mary Robinson and British Prime Minister Tony Blair.

Unfortunately; more dissidents was detained by Communist Party declared the China Democracy Party illegal. Communist Party is the only legal group in China, it changed who right or wrong.

Beijing did, as promised allow U.N. human rights Chief Mary Robinson to visit and did as promised, sign the U.N. covenant, that pact commits mainland China to respect freedom of assembly and freedom of speech.

Beijing's activities this week direct violate the commitment, as do the words of Li Peng, a senior mainland Chinese leader who vowed in an interview released this week to maintain the mainland's one-party rule. Li also stoutly defended the massacre of unarmed students and workers following the Tiananmen protests of 1989.

Li Peng told a German newspaper that Beijing "promote democracy the practices the rule of law", but that it will not allow a multiparty system or accept any challenge to the party's power. So much for espousing democracy, so much for the U.N. covenant.

In our view; the U.N. international covenant on civil and political rights, which aims to assure freedom of assembly, speech and elections.

Nevertheless; communist China has signed at recent time and meanwhile the peaceful dissidents were arrested by government. We don't understand what the meaning of human rights.
