Dear Mr. President Clinton,
I want to tell you the truth, if you can except the story. The Dalai Lama, Tibet*s
spiritual leader, on Thursday (March 31, 1998) called for dialogue with Beijing after
meeting six Tibetans on the 23rd day of a hunger strike in support of independence from
China.
Dalai Lama is a peace worker and religious leader as we know since fleeding his
homeland in 1959 following a failed anti-Communist China uprising. India is home to
100,000 Tiban exiles. "Make respect human rights in Tibet" Dalai Lama demanded
that.
The Dalai Lama, who lives in exile in India, told the hunger-strikers that "his
unshakable belief and position*(was) there should be dialogue between Tibetans and the
Communist Chinese government." "But the Chinese government has not responded to
any of my initiatives for dialogue." "I always ready as soon as some response
comes from Beijing,"
What Dalai Lama wants is one country two systems, that give Tibetans full of autonomy.
Since 1912, the ROC(Taiwan) has been a sovereign, independent state. And since 1949,
the PRC(Mainland China) has declared itself an independent state, too. In fact, the two
are independent states, and that is and indisputable reality.
Since 1991, when President Lee Teng-hui of the ROC took the first step to recognize
Beijing as a political entity that move was never reciprocated in kind by the other side.
Beijing should first, accept the fact of temporary division.
Next, it should observe mutual respect, and third, let the two sides flourish harmoniously
in the international arena. Only then can the two rivals replace the "Zero sum
game" with a "Win win" relationship.
The legitimacy of the Republic of China (ROC in Taiwan) since its establishment more
than 80 years ago has never been interrupted. The government has been installed according
to the constitution and effectively exercises sovereign rights.
The fact that the ROC government moved it seat to Taiwan in 1949 does not affect the
legal existence of the government, according to the "principle of state
continuance" in international law.
Beijing should know that China*s unification should be a natural process, a goal that
can*t be achieved by political or military force. Taiwan and mainland can reunify only
under political democracy, economic freedom and the rule of law. Because Beijing has
increase its military strength in the coastal provinces.
China also plans to build a deep-water port in Hong Kong that could serve as a base to
reinforce Chinese troops in case of war in the south China Sea. Chinese navy could use its
submarines to enforce a long-term sea blockades of Taiwan, or master its fleet to
transport amphibious troops for a landing on the island.
In the past two years, China has modernized its 2.7 million-strong armed forced,
created several units of shock troops, and conducted maneuvers to prepare for an attack on
Taiwan. China also could sent up to 59 transport planes to land two regiments of
paratroops on Taiwan.
The democratic ROC is disappointed and frustrated by Beijing*s increasing efforts to
isolate Taipei in the international arena. Taipei has to take a move to break the
isolation and to gain some diplomatic breathing space.
From Tibet*s condition to Taiwan*s position; we need the justice support of your
country.
Christ chose a image which was familiar, when he said to his disciples: "We are
the salt of the earth." This was his conception of their mission, their influence.
They were to cleanse and sweeten the world in which they lived. To keep it from decay to
give a new and more wholesome flavor to human existence.
