Dear Mr. Vice President Al Gore,

Paris, April 30---Taipei is a place full of opportunities to succeed, making it one of the most attractive cities in Asia. '. Taiwan people are very different than people elsewhere in Asia and are punctual, direct, and mindful of the rule that " etiquette requires reciprocity. "

Although Taiwan is a Chinese community people on the island are totally different than those in mainland China. Taiwan people are open-minded always ready to open their arms to guests and efficient in business' The people alone are enough to make Taipei one of the most attractive cities in Asia. Not to mention the numerous other opportunities it offers for people to succeed in business,' related by M.J. Tzou and Deborah Kuo, Central News Agency, according to the latest edition of a French magazine.

Taiwan is Taiwan, a province of China; is a history only. Taipei has been nervous about the so-called fourth communique which had been rumored for more than two years.

It is like the sword of Damocles hanging over Taipei's head that threatens to damage Taiwan's security interests. According to press reports, Beijing has wanted to sign a new document with Washington which would commit the U.S. to "three no's"---no to Taiwan independence, no to Taiwan's U.N. bid, and no arms sales to Taiwan.

They are the product of the "one-China policy" that is clearly stated in the 1972 Shanghai communique and the 1978 communique under which the U.S. and PRC set up diplomatic relations. "One China policy" must under the condition of democracy and Taiwan people's willing.

Albright made clear that differences over Tibet religious freedoms and political prisoners remained " obstacles to a fully comprehensive partnership".(May 1, 1998)

U.S. President Bill Clinton said he "would not make any agreements with China in secret".(April 30, 1998) Washington is making bitter headway trying to persuade Beijing to join an international missile control group and stop helping Iran's missile development program. It will threat the security of U.S. itself.

Taiwan is a gate for Communist China. If "three no's" to be included in a summit document after the Clinton-Jiang meeting, the U.S. security would be destroyed by loss of Taiwan.
