The Association for China Development, composed of more than 3,000 intellectuals from Beijing, proposal that the two sides of the Taiwan Strait set up a loose confederation as two political entities on an equal footing.

The association also urged Beijing authorities to introduce the idea at the upcoming meeting between the top negotiators of the two sides.

Of course; Taiwan and China should resolve their unification problems by setting up a loose confederation on equal footing. It is a wise view of both sides for peace-unity.

Let confederation have a 50-year framework, after which time a public referendum could be held so that the people on both sides could decide their future.

At the present time; a review of the government's "go slow, be patient" policy will only be taken under certain conditions, Premier Vincent Siew said on Oct. 7, 1998.

A. When the political and economic situation in the PRC stabilizes.

B. When there is a marked improvement in Cross-Strait relations.

C. When Beijing respects Taiwan as an equal political entity and recognition of the existence of a separate rule on the two sides of the Taiwan Strait.

D. When both sides of the Taiwan Strait reach an agreement to safeguard the interests of Taiwan investors.

Siew said the government will review and adjust the policy only if the above conditions are met and under the premise that the policy's adjustment will not affect the island's economic stability.

Koo Chen-fu, chairman of the Straits Exchange Foundation, will travel to Shanghai and Beijing to meet with Wang Daohan, chairman of the PRC's Association for Relations Across the Taiwan Strait,

We hope the trip on Oct. 14-19 in mainland China will help set a model for developing pragmatic Cross-Strait relations and institutions to solve numerous outstanding issues across the Taiwan Strait.

As we have known; the problems of Taipei-Beijing relationship closely effect the stability of Asia.

We heartily hope that United States show its concern over coming Cross-Strait negotiation.
