   Mr. Newt Gingrich,
   Mr. Kofi A. Annan,

Just two years ago last spring, Beijing was firing missiles into the Taiwan strait in hopes of scaring Taiwan back into its not so loving arms. The fireworks backfired; Lee Teng-hui, who was born in Taiwan and is suspected of having pro-independence sympathies, won the island's election in a land side.

More the worsen; DPP mayor Chen Shui-bian is likely to win re-election in December --- and to run for the presidency as a powerful pro-independence candidate in 2000. Beijing need recognize the cross-straits condition.

As Winston Churchill once opined "Jaw, Jaw is better than war, war". The political antagonists on both sides of the Taiwan straits seen to be taking the late statement advice and are attempting to defuse one of East Asia's most enduring crises --- that of attaining China's peaceful reunification after nearly a half century of offering bitter division.

Koo a seasoned businessman --- and indeed a statesman --- affirmed to the Chinese communist President that when all is said and done the key issue dividing Chinese on both sides of the Taiwan strait was democracy - "we want to share our experience of democratization with our mainland counterparts" in dramatic comments Koo added "China's reunification hinges on democratization of the Chinese mainland... Only when the Chinese mainland has achieved democracy can the two sides of Taiwan strait talk about reunification".

In reality the Chinese nation has been divided since 1949 between the people's republic on the mainland and the Kuomintang government on Taiwan. Despite Beijing's bully boy diplomacy claiming Taiwan as part of the PRC, in reality there are two separate de facoto governments ruling China's territory much as there were two governments representing the once divided German nation or the presently divided Korean peninsula.

The talks reflected the reality that both sides need a working relationship and open channel irrespective of their political postures. Naturally the PRC followed a predictable script --- that Beijing despite never have ruled Taiwan for a single day, claims the prosperous island as its own territory and is determined to either lure or pull the "errant province" back to the dragon's embrace.

Beijing may need to make major concessions by renouncing the use of force, recognizing Taiwan as a separate political entity and ceasing to isolate Taiwan internationally. Only when Taiwan feel secure, no longer viewing the mainland as a threat to its survival.

Will it be possible for this island to move boldly towards engaging and expanding exchanges with mainland. Tang, mainland China's Foreign Ministry said (Oct. 29, 1998) "Would be impossible if the principles of mutual respect for each others' sovereignty and territorial integrity and non-interference in each others international affairs (Taiwan problems) are not observed". What the "Tang's announcement" exploited Taiwan people's security.

Everyone know that; Taipei has been concerned about Beijing's military threats since the People's Liberation Army lobbed missiles into waters and held war

games near the island in 1996.
