Dear Mr. Chancellor Gerhard Schr"der,
   Mr. President Jacques Chirac,
   Mr. Prime Minister Tony Blair,

Beijing-police in the Chinese cities of Hangzhou and Wuhan have rounded up at least 13 dissidents to silence any protest against the trial of pro-democracy activists Wang Youcai and Qin Yongmin, dissident sources said Wednesday (Dec. 16, 1998). Police on Tuesday detained Wu Yilong, Mao Qingxiang, Lu Zhengming. Li Xian, Yu Yuanhong, Lai Jinbiao, Yang Jiangming, Zhu Yufu, and Yu Tielong, Wu's wife told AFP.

Other dissident sources in the city said Wang Rongging and Wang Peijian were also taken into custody before noon on Wednesday. The wife of Shanghai based activist Zhou Jianhe said he had not arrived in Hangzhou after boading a train to the city and had probably also been detained. On the other hand; China's propaganda machine yesterday (Dec. 16, 1998) lashed out at Taiwan to urging change in Beijing's socialist system and for putting off talk aimed at unifying the two rivals.

A commentary published in the official People's Daily said Taiwan was "playing the democracy card" to avoid the sensitive issue of reunification and to attack Beijing's legitimate rule. By playing this card, Taiwan's authorities are attempting to show the world that they want to reunify but won't, because the mainland is not democratic" the commentary said. "Taiwan has played this card before but it doesn't make much sense and only serves to muddy the water" it said. The commentary also defended China's political system, saying it is already democratic. "It is the choice of 1.2 billion people" it said. (???)

In our view; mainland China revealed its plot with "double entente ".

Hanoi, Vietnan, Dec. 16 ---

Southeast Asian nations and mainland China recommitted themselves Wednesday (Dec. 16, 1998) to avoiding a clash over the disputed Spratly Islands, but made no progress in resolving overlapping claims in the area, a Philippines official said.

In our view; mainland China want to solve the questions with its rule, so that communication to find a peaceful solution to the South China Sea issue. Only play a game of Beijing government, in which Beijing's rights over all countries ask.

Taiwan need your support to rejoin United Nations.

Sincerely Yours,
Yang Hsu-Tung.
