Dear Mrs. Madeleine Korbel Albright,
   Mr. Prime Minister Tony Blair,
   Mr. President Jacques Chirac,

Washington, Dec. 9 ---

A preliminary Defense Department assessment has conducted that Hughes Electronic Corp. provided mainland China with information potentially damaging to U.S. national security following the 1995 crash of a communist Chinese rocket carrying a Hughes-built commercial satellite administration officials said.

In our view; don't give a gun for fishing a fish, it is very dangerous fishing in troubled waters.

Meanwhile; Beijing, Dec. 9 ---

Mainland Chinese prosecutors are preparing formal charges against veteran dissident Xu Wenli as police continue their nationwide round-up of pro-democracy activists, a Hong Kong human rights group said on Wednesday (Dec. 9, 1998). Xu, 55, played a key role in trying to found the Chinese Democratic Party, which had sought to challenge the Communist Party's long monopoly on power but was not allowed to register.

Xu, a veteran of the 1978-79 Democracy Wall movement, had repeatedly tested Beijing's tolerance since last year. He was released from prison in 1993 after serving 12 years, including a long time in solitary confinement for his activities.

In our view; after signed the covenant related to human rights, communist China revealed defense mechanism of the so called "incitement to overthrow state power".

The best friend of communist China --- "North Korea" showing that the official Korea Central New Agency (KCNA) carried the warning in a string of despatches Wednesday (Dec. 9, 1998) in which it raged against alleged U.S. moves to spark a fresh war with North Korea.

A. "The U.S. hawks consider that they can survive a way they are to provoke on the Korean Penisula, they are mistaken" KCNA said adding that it had the means to "smash the invasion by the U.S. imperialists at one stroke".

B. "There is no mercy in a war" it said. "Neither want nor avoid a war, if a war is imposed, the Korean People's Army and people will fight to a finish to annihilate the aggressors'"

C. The agency also warned that the "tiger" of North Korea was "roaring with anger" and that the "soldiers of Korean People's Army are firmly determined to annihilate the U.S. imperialists and their allies".

D. "The U.S. imperialists wolves, should be aware that anyone cannot escape ruin and death before an "angry tiger" the agency quoted an army general officer, O kumchol, as saying.

E. "Our People's Army which has grown into a strong army under the guidance of the illusions commander Marshai Kim Jong il will let loose its pent-up anger and shower thunder bolts of revenge upon the enemies like and anger tiger".

In our view; communist North Korea prepared the war attack against South because of "disgrace" is the only reason for fighting with aggressors that angry tiger dropped in mental sickness for a long time.

In our view; a boring issue is still high fever in Washington, despite of "anger tiger" was mad about "weapon's games" impeachment would give President Bill Clinton a rabbit to deal with international trouble, because none of the allegations against Clinton rose to the level of the high crimes and misdemeanors required by the constitution for impeachment.

On the other hand; please let us a time to talk about Taipei-Beijing relationship. ROC President, Lee Teng-hui, reiterated that mainland China's democratization is a precondition for China's unification as he urged Beijing to restore talks to settle practical cross-strait problems to lay the ground for the future resolution of sticky political questions.

"Unification isn't a matter of emotion nor can it be achieved by simply talking about "one great Chinese nation" Lee said as he elaborated the government's policy toward mainland China at the National Assembly Session (Dec. 9, 1998).

Lee called on the mainland to step up efforts to promote democracy in the mainland in order to help reunification. "We expect communist China to show the coverage to conduct political reforms to let Chinese of the next generation live under a more befitting system" Lee said. The President explained that the ROC government does not oppose conducting political talks with the mainland best believes the talks should only be launched after mutual trust and consensus are built up through negotiations on practical, less sensitive issues.

He suggested Taiwan and mainland China work to resolve their problems step by step by first promoting exchanges and dialogue under the principle of equality and goodwill.

However; Beijing, which has been pressing for reunification, still insists that Taipei promise to enter political talks under the "one China" premise, a condition that must be met in order to continue negotiations on practical issues such as the repatriation of illegal immigrants and hijackers and the handling of cross-strait fishing disputes.

Lee reaffirmed that Taipei will never accept Beijing's attempt to debase the status of the Republic of China, though Taipei believes that the dispute over China's sovereignty should be put aside temporarily.

"We must point out that we are a government equal to Beijing, the Republic of China(Taiwan) is an independent sovereign state, any dialogues should be conducted with equality and good will".

In our view; it is very ugly for mainland China's attempts at diplomatic isolation and the military threat against Taiwan that has severely hurt the feelings of the 21.8 million people on the island. Beijing must to face up the reality that Taiwan and the mainland are ruled separately.

We are all praying for countries of our world can say "no" to the Beijing's threat.

Taiwan need your support.

Sincerely Yours,
Yang Hsu-Tung.
