Dear Mr. Chancellor Gerhard Schr(der,
        Mr. Secretary-General Javier Solana,
        Mr. Trent Lott,
        Mr. Denny Hastert,

Newspapers carried reports of U.S. President Bill Clinton's expression of regret on Monday (May 9,1999), and the midday TV news showed videotape of his saying he had apologized to Chinese President Jiang Zemin.

NATO Secretary-general Javier Solana also was shown apologizing, and the report included a list of NATO governments that have expressed regret. State media reported that U.S. Secretary of State Madeleine Albright visited the Chinese Embassy in Washington on Saturday, apologized and promised a full explanation.

Earlier withholding by China's entirely state-run media of U.S. and NATO apologies and claims that the bombing was an accident inflamed protesters, who say they believe the attack was intentional. China repeated its demand for an investigation and punishment of those responsible. After all, Beijing authorities understand that mainland China's long-term interests are best served by maintaining good relations with Washington.

The mainland, or example, badly needs U.S. support for its bid to join the World Trade Organization and its continued granting of preferential tariff treatment for products entering the vast American market.

The United States is mainland China's largest market and its primary source of foreign exchange income. Last year alone, mainland China ran a U.S. $ 60 billion surplus in trade with the U.S. accounting for almost one third of the mainland's total exports for the year (1998).

Communist China should self-respect by way of "repentance". Let us concern about the recent history that relating with "Washington-Beijing" communication in which a lot of troubles were making a fool of United States' spirits. Thus;

A. missile technique was stealing,
B. illegal political donation, and
C. imbalance of business deals,

Despite so called "internal affairs" of Tibet inhumane acts of invasion, dissidents' torment, Tienanmem massacre. It works seriously to control media deviated the true story for telling the lie to its people.

We found that Beijing government is short of courage to say "apologize" to its people and other countries.

For NATO tragic mistake that President Clinton had apologized to Chinese people, but China repeated its demand for an investigation and punishment of those responsible. Nevertheless; millions of refugees run away from homeland that inhumane acts of ethnic cleansing by Yugoslavia's government. Who need investigation and punishment?

We support NATO's action.

Meanwhile; U.S. military experts have said they believe China has deployed 650 short-range missiles, 50 Su-27 fighter-bombers and more than 100 other military aircraft along coastal areas facing Taiwan, the Wall Street Journal reported from New York (May 11, 1999).

China will be forced to test its nuclear weapons sooner or later to determine their firepower if it is manufacturing such weapons with technology stolen from the U.S. expert said. Taiwan should actively developing or planning to buy antimissile systems to cope with missile threats from across the strait.

Taiwan needs your support.

Yours Sincerely,
Yang Hsu-Tung.
