Dear Mr. Prime Minister John Howard,

How to let other countries to learn about the human rights and keep stability at near by country? It needs strongly action with practical policy to maintain crisis of uncountable future. We don't agree with such inactive statement, because immatural Asia countries should be taught with human rights and democracy by advanced and democratic unite.

Australia's former ambassador to Cambodia said Australia's assumption of a more assertive security role in the Asia-Pacific region was endangering 50 years of pains-takingly built Asia relations. "I see a real risk now of reacting in an assertive, jingoistic way," he said. "To me, that's an enormously dangerous doctrine. It's provocative to the very strong sense of national sovereignty of all the countries in our region."

U.N. Human Rights Commissioner Mary Robinson has also called for an international inquiry into reports that thousands were massacre with the support of Indonesian troops, Robinson said that there had been "a deliberate vicious and systematic campaign of gross violations of human rights" in East Timor and that she had been told of mass execution in Dili.

Criticism grew Sunday (Sept. 26, 1999) of Australia's plan to play a broader role in Asian peacekeeping with the head of the opposition labor party calling the policy "foolish and bizarre".

Under Prime Minister John Howard Australia's government has overturned decades of foreign policy principles. In what he called the "Howard doctrine," he outlined plans last week for a more assertive, military prepared Australia that will act as a "deputy" to United States in regional peacekeeping.

In our views, despite the new policy has been condemned by several Asian countries and has fueled regional suspicious about Australia's motivation in leading the U.N.-backed peacekeeping force in East Timor, that the policy is correct and responsible course for Asia stability.

Moreover, Australia intervention at Asia issues are always cast in terms of Australia interests. It is the time over urgent need for mechanisms of prevention and early warming in near by Asia's countries' instability.

The tragedies in Kosovo and East Timor were due in large measure to a relative death of knowledge, sensitivity and understanding of the objective realities in those areas. The United Nations, which is overseeing East Timor's journey to full independence from Indonesia, has promised to prosecute militia leaders for crimes against humanity. "The United Nations has to act quickly to satisfy our demands for justice," said Francisco Fernandes, a student leader who has organized groups to search for militiamen still in Dili.

We are understanding that East Timor's crisis effect Australia's security. Howard claims credit for overturning decades of Australian official silence toward Indonesian actions in East Timor, calling it "the correct and only responsible cause of action".

It is the right way for Australia to let peacekeeping force in which working on humanity over Asian nations. We support "Howard doctrine".
