Mainland Chinese President Jiang Zemin Tuesday issues a fresh attack
on President Lee Teng-hui's "two states" statement but
pledged to protect Taiwan investment on the mainland, state press
reported. "The essence of (Lee's) two states statement is to
separate the island of Taiwan from the motherland. This has strained
cross-straits relations, undermined Taiwan's social stability and
is doomed to be unpopular," Jiang was quoted by Xin-hua news
agency as saying.
In our view, majority of Taiwanese people cannot accept "one
country, two systems". They want mainland China go forward
to democracy. We call it the policy of one country --- one democratic
system.
Seoul, South Korea, Oct. 12 ---
Impoverished North Korea increased its chemical weapons stockpiles
by up to five times in 12 years, according to a South Korea defense
white paper issued today. The North's stockpile of up to 5,000 tons
of chemical weapons raises a new alarm, because the
communist state has missiles that can deliver those weapons to South
Korea, and part of Japan.
The North is building five new tactical missile-launching bases,
four along the border with South Korea and one near the border with
mainland China.
In our views, weapon's threat can make money from "peacemaker".

"The need to protect East Timor will be permanent
and Australia is ready to provide this protect. It may become Australia's
Vietnam," Mahathir warned in the Mainichi Daily
News article. "Australia does not want to have
the role of regional policeman," Australia High
Commissioner Robert Cotton told reporters. "Nor
do we see any other nation having the role of regional policeman.
"
In our view, the world needs "policeman"
urgently, because "nationalism" would hurt the order of
state-to-state.

United Nations and Vatican officials appealed to the Philippines
government to take about 2,000 refugees from East Timor at the height
of the strife in the territory last month, official said Tuesday.
East Timor is one of global village. On human rights
we should recognize the whole world only one nation, one tribe.
The Chinese government recently had a national military exhibition
to celebrate its 50th anniversary and to display several of its
weapons. Its intention to frighten Taiwan and show off to the international
community is obvious.
For a long time, Taiwan has been developing a response strategy
to defend itself from the force threatening from across strait.
Many of the missile systems displayed by the Chinese government
already have medium range attack capabilities. So, they think they
already have enough power to attack Taiwan, but attacking
Taiwan is only one of their goals. Actually, their real goal is
to compete with America for the status of world leader.

China has 17 spy satellites that continuously monitor the movements
of the US military and which could also be used to guide a "saturated"
missile attack on US and Taiwan warships, a Chinese regional daily
reported yesterday.
"If the US seeks to intervene military into the
internal affairs of China and Taiwan, they will find that the entirety
of their global movements are seen by Chinese spy satellites,"
the Sichuan Youth Daily reported, citing a Chinese military expert.
China has the capability to rapidly determine the number and location
of American aircraft carriers should Washington decide to send its
ships to the region, as it did during a Sino-Taiwanese crisis in
1996, Zhou Guanwu said.
"China has a lot of anti-ship and anti-submarine
missiles that can be guided by satellites and adjusted for a saturated
attack in local waters," the paper said.
"Enemy troops, either American or Taiwanese, will
have difficulty withstanding this," it added.
At the end of 1997, China had a total of 40 domestically-made satellites
in orbit of which 17 were spy satellites, the paper said.
Friday's National Day military parade marking 50 years of mainland
communist rule showcased a wealth of Chines missile technology and
was seen as an explicit warning to Taiwan to refrain from activities
advocating independence.
Beijing has refused to renounce the use of force in reunification
with Taiwan.
Last Thursday, Chinese Premier Zhu Rongi warned Western businessmen
that the US was risking armed conflict in the region by supporting
Taiwan.
For about religion, Beijing is already
trying to force a more "patriotic" church on Hong Kong,
too. Several months ago, says a local priest, Beijing pressured
a multifaith delegation, including Buddhist, Islamic and Catholic
leaders, not to attend a papal conference in Rome next year, because
it would have made Hong Kong look subordinate to the Vatican. Even
Bishop Zen can't hide a sense that his flock is under siege.
"We've had 50 years of freedom," he jokes, a bit wanly.
"One country, two systems" is a slogan for Hong Kong,
Beijing have not too much tolerance for the other free system that
shake domination from communist Chinese.

A woman who refused to break ties with the banned mediation
group Falun Gong was beaten to death by police while
held in custody in eastern China's Shandong province, a Hong Kong-based
rights group reported yesterday.
Zhao Jinhua, who had been following the teachings of Falun Gong
founder Li Hongzhi since 1995, was detained in Zhangxing town near
the city of Zhaoyuan on September 27. Police informed her family
on Friday of her sudden death Thursday without giving the cause
of death, the Information Center for Human Rights and Democratic
Movement in China said in a statement.
The Hong Kong-based center said a police pathologist's report showed
the cause of death was an attack by an object, but police and government
officials threatened the family to try to keep the cause secret.
It quoted unidentified sources as saying the woman's corpse was
covered with bruises.
A spokesman at the police office said he had no information about
the case.
Falun Gong members have reported numerous unconfirmed cases of
beatings and other maltreatment of group members detained since
the government banned the movement in July.
Falun Gong is a mix of concepts from Buddhism, Taoism and the ideas
of its founder, who lives in exile in New York.
The government saw the millions of Falun Gong practitioners in
China as a threat to stability and government control.
Falun Gong at its peak had 70 million believes in China by one
officials estimate, more than the 61 million members of the Communist
Party. Unknown numbers of people who refuse to give it up have been
put under detention across the country.
NARITA, Japan, Oct. 10 ---
Tibet's exiled spiritual leader, the Dalai Lama, on Sunday
drew contrasts between East Timor and Tibet to reiterate he was
seeking autonomy, not independence from China.
"There are similarities between East Timor and
Tibet. But there are bigger differences," the
Dalai Lama said at a suburban Tokyo hotel near the international
airport.
He was on his way to Los Angeles from Dharmsala, India, where he
is based since fleeing mainland China in 1959.
Dressed in a traditional orange robe, the Dalai Lama also bemoaned
the "human suffering and violence" in East Timor since
the Aug. 30 referendum that voted overwhelmingly in favor of independence
from Indonesia.
"East Timor has had the opportunity to express its feelings,
which is good," he told reporters.
"What I want for Tibet is autonomy, not independence, and
nonviolence. Always no violence."
The Dalia Lama also said Tibet's internal affairs,
such as education and the environment, should be left in the hands
of the Tibetans.
Although he expressed optimism about resuming dialogue with Beijing,
the Dalai Lama said he was disappointed at the lack of progress.
In Taiwan, the quake, the missile crisis, the presidential elections
and Taiwan's relatively successful weathering of the Asian economic
flu have all helped make the island a "darling of international
opinion and media," as foreign friends said that the earthquake
was a terrible tragedy that has hurt this island and its people
in countries ways. It is my guess, however, that it will also be
someday viewed as a landmark in the process of creating a new Taiwanese.
President Lee Teng-hui and other high-ranking officials joined
some 7,000 representatives from all walks of life at a national
memorial ceremony yesterday (Oct. 11, 1999) to mourn those who died
in the September 21 earthquake.
"As a religious leaders has said, all the people
who died in the earthquake are Buddhas. They are also teachers who
taught us a lesson with their lives," said Lee.
"They suffered for the 22 million Taiwanese people and saved
our future generations. We should strive for rebirth and learn to
be grateful from our post mistakes."
