親愛的希拉蕊女士，
日本媒體幾乎每天都在報導北京對東京刺耳的壓力，對台灣的”三不政策”是他們領導人所發佈的聯合聲明。台灣希望利用最近的接觸當成與北京發展新關係的另一個起點，但北京對台灣仍有敵意，北京努力在全世界壓迫台灣，說台灣不得不斷絕與東加的官方關係。
台灣昨天聲明（1998年10月1日），決定從11月2日起與東加斷絕關係，就在這個南太平洋島國正式轉換承認北京政權後，台灣只剩26個邦交國，大多是貧窮的非洲與拉丁美洲國家。
在此同時，中國邊境警察阻止彭明，這位直言不諱的改革團體「中國發展聯合會」之創辦人，穿越邊境進入香港前往美國。
據說官員將彭明帶到一個房間讓他等四小時，然後告訴他他的護照有問題，他們不接受。
十月時，中國簽署國際政治與公民權力公約，一個保障不受任意逮捕、集會與言論自由重要的聯合國協議。
與北京相反，台灣想幫助北京政府把民主進程做好，台灣是中國大陸的未來。
有一封美國來的信提到台灣人不只尊重人權也尊重動物權，這封信是：

我想向您與中華民國立法院表達恭喜台灣通過第一個動物保護法！
國際社會感謝您們承諾人性化處理台灣流浪狗的問題，這種開明的作法反映了您美麗的島嶼與人民遵照我們組織和夏威夷慈善協會與中華民國在今年四月台北簽署的協議。

Dear Mrs. Hillary Rodham Clinton,
Japan's press is reporting almost daily on the pressure Beijing is bringing to bear on Tokyo to include a strident. "Three no's policy on Taiwan in a joint statement to be issued by their leaders. Taiwan hoped to use the recent contact as another starting point to develop new relations with Beijing, but Beijing was still hostile to Taiwan. Beijing's efforts to pressure Taiwan internationally, saying Taiwan had had to sever official ties with Tonga.
Taiwan announced yesterday (Oct. 1 1998) its decision to cut ties with Tonga from November 2 after the south pacific island kingdom officially switched recognition to Beijing. Taiwan is left with just 26 diplomatic allies, mostly poor African and Latin American nations.
At the same time; Chinese border police prevented Peng Ming, the outspoken founder of the reform group China development union, from crossing the border into Hong Kong on his way to the United States.
It is said the officials took Peng into a room and kept him waiting for four hours, then informed him there were problems with his passport and they could not accept it.
In October, China signed the international convenant on political and civil rights, a key UN protocol guaranteeing the rights of assembly free speech and freedom from arbitrary arrest.
Contrary to Beijing; Taiwan want to help Beijing government to do well in democratic procedure. Taiwan is mainland China's future.
There have a letter from United States' Taiwan people respect not only human rights but also animal rights. The letter is'
Dear editor, (the China Post) on behalf of the Human Society of the United States (HSUS)/ Human Society International (HSI) and our more than seven million members and constituents around the world.
I would like to congratulate you and the ROC Legislative Yuan on the recent passage of Taiwan's first animal protection law!
The world community thanks you for your commitment to humanely resolving Taiwan's stray dog problem. This enlightened approach reflects well upon your beautiful island and its people under the agreements signed by our organization and Hawalian Humdne Society with the Republic of China in Taipei this past April.
HSUS/HSI is pleased and proud to be working with officials from the council of agriculture and other government and private agencies to find appropriate solution to this and other animal protection issues. Paul G, Irwin President HSU/HSI.
However; Beijing government need more and more, educated by "what's rights in human and animals".
So; Taiwan need your support.
