親愛的副總統高爾先生，
希拉蕊女士，
根據反對黨民進黨林滴娟謀殺案資料，林是在1998年7月31日被一位大陸人綁架並殺害。（附錄）
自從1991年起，涉及恐嚇大陸台商的案件已有184起被報導，根據海基會資料，其中有30起死亡案件。北京應儘速與台灣恢復對話，討論簽署雙邊投資協議，設置一個保護台灣投資人權益的機制。
這樣的協議是需要的，台灣投資人缺乏一把保護他們合法權利的保護傘。自從1980年代晚期台灣企業家已對大陸投資超過200億美金。由於東南亞受到金融危機影響，很多台灣工廠在過去幾年把投資轉投入到大陸，很多爭端都是透過私人管道解決的。
然而這種作法，被台灣人認為是粗暴與麻木不仁的，並企圖摧毀犯罪可能的證據。
北京與台北，作為組織化溝通兩岸的管道應互相協助處理涉及民眾權力與利益的事務。
缺乏處理兩岸意外事件的制度也會妨礙政府處理後續事宜的努力。
北京對所謂”技術”議題展現出很小的興趣，並正逼迫台北開啟兩岸政治協商當做恢復技術協商的先決條件。
不論中國大陸有什麼偉大的政治因素，北京不應該繼續忽視過去十幾年來由於民眾每天接觸而一直在發生的案件。
這種情況顯示兩岸在緊急”低政治性”議題協商的必要性，那對民眾權益有切身關係。
我們希望美國可以促使北京為台商協調出一份投資保障協議，並建立一套處理兩岸旅遊意外的機制。
“政治議題”永遠是北京的首要，”技術議題”不重要。
台灣人對北京當局沒信心，關於在大陸的海外僑民因涉及生意爭端而起的綁架案有一長串的故事。

According to the killing of opposition Democratic Progressive Party Lin Ti-chuan, Lin was kidnapped and killed by mainlander at July 31, 1998. (Appendix)
Up to 184 cases involving threats to Taiwan businessmen on mainland China have been reported, since1991, according to Straits Exchange Foundation, with deaths resulting in 30 cases. Beijing should resume talk with Taiwan as soon as possible to discuss signing a bilateral investment agreement to lay a frame work for protecting the interests of Taiwan investors.
With such an agreement, Taiwan investors lack an umbrella to protect their legitimate rights. Taiwan entrepreneurs have poured more than US$ 20 billion into the mainland since the late 1980s. With Southeast Asia hit by financial crisis, many Taiwan companies have switched their investments to mainland China over the past year. Most disputes are resolved through personal connections.
The practice, however, is regarded by many Taiwan people as brutal and insensive, and intended to destroy evidence of possible crimes.
Beijing and Taipei, as the institutionalized channel for communications across the strait should help each other handle matters involving people's rights and interests.
The lack of a system for handling cross-strait accidents has also obstructed the governments effort to help managing the aftermath.
Beijing showing little interest in the so-called "technical" issues, is pressuring Taipei to start cross-strait political negotiations as precondition for restoring technical negotiations.
Regardless of any great political reasons mainland China has, Beijing must not keep ignoring the many cases-that have taken place due to civil day-to-day contacts over the past 10-odds years.
The situation indicates the necessity for urgent cross-strait negotiations on "low-political" issues that closely concern people's interests.
It is our hope that United States can urge Beijing to negotiate an investment guarantee pact for Taiwan business people and setting up of a system for handling cross-strait travel accidents.
"Political issues" are always Beijing's first, "technical issues" aren't important.
Taiwan people have no confidence in Beijing's authority, there is a long history of business dispute-related kidnappings of overseas Chinese on the mainland.
