Dear Mr. Vice President Al Gore,

Disturbing again!

Straits Exchange Foundation(SEF) of Taiwan Chairman Koo Chen-fu yesterday(April 29, 1998) expressed a wish to meet with mainland Chinese President Jiang Zemin during his planned visit to Beijing, which he said may take place "before winter". "Of course I look forward to meeting an old friend(Jiang), whom I haven't seen for a long time." "We hope the administrators of both groups will confirm the consensus soon and actively plan for an appropriate arrangement for my visit to mainland China" Koo said.

Koo predicted his mainland trip would take place "before winter".

Asked about Taipei's stand on starting political talk with Beijing. Koo reiterated that both leaders can exchange views informally during the Koo-Wang meeting on topics that are " helpful to the peaceful development and reunification of China". He said Taipei would not try to avoid political topics since they are everywhere. "As cross-strait relations develop to the President stage, any kind of negotiations is related to politics." he noted.

Meanwhile, Koo urged the mainland to drop what he called the "double-faced" tactics toward Taiwan, saying the step have impeded the development of cross-strait relations.

Mainland China has not given up its international isolation campaign against Taipei even as it offers to restore dialogue with the island. Beijing successfully wooed another ally of Taipei, Guinea-Bissau, last Tuesday(April 23, 1998), the same day that Jan concluded his mainland trip.

I don't know that Beijing must do like this what's trust and conscience? As we know; the most important and most sensitive issue in bilateral relations(U.S.-PRC)-there still remain "Taiwan problem" on the top of its agenda, and United States visiting human rights trade and non-proliferation as areas of major concern.

Beijing insisted on forcefully that Taiwan is only a part of China. It hurt Taiwan people's mind.

Why, Taiwan was ignored by international arena? Maybe the only reason is that "money and weapons" make hot line to increase contacts and cooperation with China.

Sincerely Yours,
Yang Hsu-Tung.
