Congressional Republicans plan a series of hearings to investigate whether President
Clinton's policy on the export of commercial satellites to communist China has allowed the
mainland Chinese to acquire technology to improve the accuracy of their nuclear missiles,
according to GOP lawmakers and aides.
White House officials have denied any political influence on satellite policy, which
they say has limited weapons proliferation by encouraging commercial cooperation with
mainland China dating back to the 1980s.
" Our policy specifically excludes the transfer of sensitive U.S.
technology." said National Security Council spokesman P.J. Crowley. "We believe
there are adequate safeguards in place that preclude U.S. companies from providing
assistance to China with respect to the design, development, operation, maintenance,
modification, or repair of launch vehicles."
The issue stems from the desire of U.S. space firms to save time and money by launching
their satellites on communist Chinese rockets, under sanctions imposed after the 1989
anti-democracy crackdown in Tiananmen Square.
Presidents Clinton and Bush have issued waivers for firms to export satellites under
strict guidelines designed to safeguard U.S. technology. In communist China
people have no freedom of expression persevering human right, and "legal
avenues" to "express dissatisfaction with the government". It is very
difficult to influence Beijing's government policy. The only way to press
the " dictatorship " into "democracies"; is keeping

Weapons and high technology must be excluded by normal
