It is good for you to review the following history that concern about Taiwan-straits.
The Shanghai communique says: The United States acknowledges that all Chinese on either
side of the Taiwan -straits maintain there is but one China and Taiwan is part of China.
The 1978 communique says further that the United States recognizes the government of
the PRC as the sole legal government of China.
The third communique of 1982, based on the two previous documents, pledges a gradual
reduction of arms to Taiwan:
"The U.S. government did not seek to carry out a long-term policy of arms sales to
Taiwan. Its arms sales to Taiwan would not exceed, either in qualitative or in
quantitative terms. The level of those supplied in recent years since the establishment of
diplomatic relations between the United States and China; it intended gradually to reduce
its sales of arms to Taiwan, leading over a period of time to final solution."
So, if a fourth communique were to be inked, it would be the cut of arms sales to
Taiwan that appeared most threatening.
Such a communique would be viewed as a sellout of Taiwan and damage United
States' security.
