Dear Mrs. Madeleine Korbel Albright,

With heartily hope the letter will work.

Washington and Tokyo on April 28 signed an agreement under which Japan could supply U.S. troops with non-lethal provisions in "areas surrounding Japan" in situation where Japan's peace and prosperity and affected.

At the same time, the Tokyo government approved three bills that would legalize such support. The possibility that the moves would apply to conflict in the Taiwan strait has drawn fire from Beijing. But in response to a question.

Kymua reportedly said "the guidelines were not based on a geographical concept and neither included nor excluded a given area."

" The Taiwan issue is mainland China's domestic affair" "That attempts to include the Taiwan strait in the sphere of the guidelines would violate Beijing's sovereignty and would be totally unacceptable to the Chinese government people and armed forces." Defense Minister Chi Haotian gave Kyuma a stern lecture on the topic during their meeting (May 3, 1998).

Taiwan people afraid of U.S-PRC meeting at near future because of Beijing insist on Taiwan must cut off the weapon affair from United States.

The most important reason of Taiwan people about the weapon's problem is:

enough weapon, enough confidence, and encourage to negotiation.

I hope Washington would honor its commitment to safeguarding security and prosperity in the region and refrain from doing anything detrimental to Taipei's interests.

Pray for you and your family.

Sincerely Yours,
Yang Hsu-Tung.
