Dear Mr. Newt Gingrich,

It is not a funny thing for me to say that.

The Taiwan issue is the most sensitive and core issue in Sino-U.S. relations.

However meeting it does, security issue will be high on the agenda at the summit, given added importance by the south Asia crisis.

Clinton said he was looking forward to meeting Jiang and stressed that a closer U.S.-China relationship would not only serve the peoples of the two countries, but also produce a positive impact on the development of the international situation.(May 30, 1998)

Distressingly to find that:

Islamabad, May 30-The country's top nuclear scientist Dr. Abdul Sadeer Khan said a more powerful thermonuclear or hydrogen bomb was not tested in Thursday's(May 28, 1998) blasts, but he added that Pakistan could test such a device at short notice.

Khan said Pakistan has had a nuclear capability since 1984 and all the Pakistani devices were made with enriched uranium which he said made them superior to the Indian devices

"I would said they (the Indians) have used the technology of Plutonium from spent fuel, whereas we have used enriched uranium which is far superior." he said.

We had a grave concern for United States' condition whatever President Bill Clinton said to Pakistani Prim Minister Nawaz Shari in his last-minute plea for restraint, it wasn't enough to stop him from ordering the detonation of five nuclear devices hours later.

It is the nuclear weapon's speaking. In his 11th-hour plea Clinton offered Sharif " a changed relationship" and "to cut through the knot" of laws blocking U.S. military and economic aid if Sharif canceled the test, the New York times quoted an unnamed

U.S. official as saying. Clinton promised Sharif that he would try to deliver 28 F-16 fighter jets that Pakistan has paid for but never ran because of earlier non-proliferation sanctions.

We have found the history in 1990 after Soviet troops finally withdrew from Afghanistan, Washington imposed new delivery of 28 F-16 fighter jets for which Pakistan had already paid 658 million dollars.

Congress then authorized an exemption in 1995, allowing delivery of 368 million in military supplies but not the jets--- though if Pakistan hadn't conducted a nuclear tests, those might have followed.

Taiwan is United states' best friend. It follows U.S. style of democracy. But as we have had known that Washington has been pressing Taiwan to stop its nuclear weapon's study. Taiwan had a ability to manipulation and production of nuclear bombs for about 10 more years ago.

I've be pleased to write a new Taiwan's condition. It is very difficult for Taiwan to develop nuclear weapon again because of Taiwan people love democracy and flourished life.

May it be a good time for Washington to revise Taiwan situation in United States' policy. We made a courtesy to United States; the world does not live by safety alone.

American dominance bring the world something more; the American creed, it is a uniquely ideological nation; not define themselves by race or blood, but by adherence to a proposition-a proposition so humane and attractive that it has, independently of power, won near universal adherence.

What's American's spirits; individual rights, government by consent, protection from arbitrary power, the free exchange of goods and ideas.

The United States propagate them; it makes tyrants abroad think twice before beating up their dissidents, many heroes around the world owe their lives to American heavy-handedness.

We have heartily hope American dominance is working for peace of world.
