Dear
Mr. Colin Powell,
Nobody could limit Beijing’s
decision on its wills, for example;
● May 20, 2000; pop star
A-mei sings the ROC national anthem at Chen Shui-bian’s inauguration.
●
In the month following the performance, television, newspaper and
billboard advertisements in China featuring A-mei are pulled.
●
March 2001: Media reports in China indicate that officials have
invited A-mei to sign in Beijing and hold 10 concerts in the country.
Beijing recent move as a part of
China’s overall strategy to appear more accommodating toward Taipei as
the U.S. administration under the presidency of George W. Bush has
maintained a rather hawkish attitude toward China.
China has taken a soft line on
Taiwan and hopes that the new approach will undercut support in Washington
for Taiwan.
The Chinese navy is to start
building its first aircraft carrier this year, based on what it has
learned from a decommissioned carrier it bought from Australia.
Analysts report China has greatly
improved the attack capabilities of its Dong Feng-15 missile through Israeli technological
assistance. U.S. equipment has enabled China to progress
considerably in the field of information warfare.
After the first carrier has become
operational, the Chinese navy will build one new carrier every two to
three years.
We thought that China will not
necessary plan to use the aircraft carriers against Taiwan. They are more likely to aim at
projecting their power into the Pacific Ocean.
China is building up arms power
from foreign help that Russia was the major source, but western democratic
countries are on the lists.
On the contrary, Taiwan could only
wait and see by staying “Beijing’s warning to the United States.”
Taiwan commanders repeatedly state
that by for the most important item for Taiwan’s navy indeed for
Taiwan’s entire military, is the acquisition of submarines.
For Taiwan security over China’s
military force, Taiwan wants, and Taiwan needs, Aegis destroyers to
provide it with and adequate sea-based air defense and C41 (command,
control, communications, and information) system to deal with rapidly
developing PRC air and naval threats. As of nowadays, Taiwan’s sea-based
air defense and C41capabilities are rudimentary at best.
In our views that China will be
able to attack Taiwan wreaking serious economic and military damage. We
hope that Taiwan enable to maintain sufficient capabilities to defend
itself in China’s threat.
Yours Sincerely,
Yang Hsu-Tung.
