Dear Mrs. Madeleine Korbel Albright,

Although Taiwan is one of APEC's 21 members, it must refer to itself as "Chinese Taipei" during the group's summits and is the only country that isn't allowed to send its leaders to the meetings. Those steps are taken to meet the demands of mainland China.

Mainland China insists that Taiwan mustn't be allowed into WTO before its own entry, look as Beijing can control all the countries of APEC's 21 members.

Nov.13--- Philippine President Joseph Estrada said (Nov. 13, 1998) he will discuss mainland Chinese "encroachment" in Manila-claimed area in the South China Sea in a meeting next week with mainland Chinese President Jiang Zemin. Defense Secretary Orlando Mercado described mainland China's action as a "creeping invasion" and accused Beijing of bully the Philippines because it has a weak military.

Beijing has said the structures at the reef were shelters for mainland Chinese fishermen. It said it was repairing the shelters and that it has a sovereign right to undertake the repairs to ensure the safety of its fishermen. Strong-armed Beijing never forget how to do well ?

Official from the ROC's Defense Ministry were also quoted by the paper as saying they had no comment, but called on China as an after thought not to ruin the atmosphere created by the gradual warming of cross-strait ties.

Once again, Taiwan is going to an Asia-Pacific economic meeting with its hand out- bearing billion dollar offers of aid to neighbors in financial need.

"We are among the members of APEC and we are also a member of the region, when any crisis comes we also suffer." Said P.K. Chiang, who will represent Taiwan at Monday's Asia-Pacific Economic Cooperation(APEC) summit in Malaysia. Chiang said Taipei hoped Beijing would ease what he called its unrelenting pressure and instead realize how much Taiwan, the mainland and Hong Kong - so called greater China - could accomplish in Asia if they worked together.

"If put together, we have US$ 300 billion in foreign reserves and could play a very important role in Asia, especially in Southeast Asia's financial stability" Chinag said.

"But they (Beijing) reject the idea, we do want to fully contribute to APEC, to the region, but politically there is kind of intervention, they are not willing to cooperate" Chiang added.

Giant Beijing always has a loud voice in international meeting, in which Taipei's announcement is only a whisper. "We believe in liberalization but this is a question of timing" Chiang said. Chiang acknowledged that a key challenge in APEC and other world forums was a diplomatic embargo on the island enforced by communist China, which is also an APEC member.

In our view; communist China acted as "father of APEC". Beijing regards Taiwan as a rebel-held province ineligible for sovereign ties with other countries, but tolerates its APEC presence because APEC groups economies, not countries.

On the other hand; any country dare to share the Taiwan's help, in the APEC's meeting, would hurt Beijing father's relationship.

Taiwan need your support, because most of (APEC) countries understand and try to learn why Taiwan's economy is so healthy, and need Taiwan's offers.
