Dear Mrs. Madeleine Korbel Albright,

"Northeast Asia remains the only region in the world where there is no regional cooperative system for the maintenance of peace" South Korea President Kim Dae-jung said in a speech in Beijing on the second day of an official visit to China.

The South Korean President listed North Korea's launch of a rocket in September as a seed of conflict in the region, but underscored his "sunshine policy" of seeking warmer ties with the Stalinist government in Pyongyang. Kim, who earlier held talks with mainland Chinese President Jiang Zemin, said Beijing was crucial in defusing the decades-old military stand-off between North and South Korea. Four-way talks between the two Koreas, the United States and mainland China would benefit from more active participation from Beijing, he said.

On our side of Taiwan, Beijing's missile test around cross-strait, would attack again, because of the any-way talks between Taipei-Beijing that's no guarantee.

Jiang and Kim discussed tensions on the Korean Penisula on Tuesday (Nov, 12, 1998), a mainland Chinese Foreign Ministry spokesman said in a press briefing. "The situation on the Penisula is relaxing on the whole, and the relationship between the parties concerned are improving gradually" spokesman Zhu Bangzao was quoted Jiang as saying.

Opposite to that issue; said the U.S. official "we have concern about possible technology transfer from Chinese entities to Iran and Pakistan" "We continue to discuss those with China and believe they are taking steps to address those problems".

Communist China has a bad habit for its negotiation with other countries that's long time for talking can make a good condition for sudden military action.

' The U.S. official refused to provide details on what types of technology may have been transferred and when. He said there was insufficient evidence to confirm mainland Chinese violations and then bring sanctions on above reasons.

Nevertheless, Beijing would not be convinced by its "peaceful talks".
