Dear Mr. Kofi A. Annan,

China announced the regulations in October, the same month it signed the international covenant on civil and political rights, which affirms the right of freedom of association.

Although China's constitution guarantees freedom of association, its laws have long curtailed this right. Under previous laws, all groups must have official sponsors, and government permission. The rules on social groups prevent any form representing people who have conflicts with the government or want to express dissent.

Among other provisions, the new rules say a group must have at least 50 members and finding of 30,000 Yuan (US$ 3,600) for a local group and 100,000 Yuan (US$ 12,000) for a national group.

The rules allow official interference in the affairs of social groups that is "entirely unnecessary" and "an unacceptable infringement of freedom." A human rights group reported (Nov, 14, 1998). "Human rights must be under controlled by government." a Beijing official said that.

The PRC, as a nuclear state and a military power with a permanent council, play a key role in Asia-pacific security.

Growing defense expenditures and modernization of the People's Liberation Army; including programs to develop mobile ballistic missile systems, land-attack cruise missiles, and advanced surface-to-air missiles, have created anxiety among many of China's neighbors.

The best way for mainland China's good impression that adhere to international rules and regimes, and to transparency concerning its plans, capabilities and intentions. Nations will not naturally react warily to China's growing military power.

"We may avoid the build-up of tensions that reached a peak during the March 1996 crisis in the Taiwan strait." The U.S. Department of Defense said that before.

In our view; U.S. President Bill Clinton's visit China last June was described as a "turning point" in US-PRC relations. But the announced "three no's" of Taiwan was hurt by "democratic spirit". Big country as United States, is unnecessary bullied by Beijing's pressure.
