Dear Mrs. Madeleine Korbel Albright,

Despite a back of U.S. backing, Taiwan will continue to push a bond proposal to help its Asia neighbors at this week's meeting of Pacific Rim leader in Kuala Lumpur, the government's top economic planner said yesterday (Nov. 15, 1998).

Chairman of Economic Planning and Development P.K. Chiang arrives at the Kuala Lumpur airport for the APEC summit. The support of only a few nations is needed for the adoption of a plan to back bonds issued by countries badly affected by the Asia economic crisis, Chiang told reporters prior to his departure for the Malaysian capital.

Chiang said Malaysia has already expressed strong interest in receiving aid under the latest Taiwanese proposal, and more nations could follow. To make it work through, Taiwan needs the support of countries such as the United States and Japan, which have money to invest.

In addition to the leaders meeting on Nov. 17-18, Chiang has also arranged for one-on-one sessions with the heads of government of Malaysia, the Philippines, Thailand, Vietnam and Singapore. Taiwan has been pushing efforts to aid stricken countries as a means of strengthening ties with Southeast Asia.

It is very pity for Taiwan, under political pressure, Taiwan's proposal always shut away from Beijing's isolation.

Who is the real "trouble maker" ?
