Dear Mr. Vice President Al Gore,

That is Taiwan people's will '

A. Taiwan agrees with the "one China" concept, but does not agree that China necessarily is the PRC's China.

B. China, in fact is a divided political entity, ruled by two separate, equal, and legitimate governments.

C. The ROC on Taiwan will not and need not declare independence because it already is, in fact and in theory, an independent and sovereign nation, since its foundation in 1912.

D. Being an independent state and in recognition of the continuing threats of violence by the PRC, the ROC will acquire the necessary military means to ensure the security of its citizens and borders.

E. Taipei will not adhere to any timetable for unification imposed by Beijing. Unification will come only through phases and after the establishment of democratic institutions on the mainland and, particularly, after renunciation by Beijing of all threats of violence against the ROC.

F. Taiwan people have the rights to decide their future, that concerning about cross-strait policies.

Taipei said Wednesday (Nov. 18, 1998) in Kuala Lumpur, it would put US$ 930 million into an investment company to explore ways of investing in crisis, hit southeast Asian countries. Taiwan would provide a seed fund of US$ 250 million hoping to solicit support from other APEC members in issuing Collateralized Bond Obligations ( CBOs ), the report said.

Wealthy Taiwan, which has escaped the brunt of the regional turmoil which broke out in mid 1997, has tried to use its financial clout to gain higher international visibility amid Beijing's attempts to isolate it on the diplomatic stage. But its previous were turned down as mainland China warned countries which recognize Beijing to spurn such assistance.

In our view; Beijing government uttered a threat to the rights of international countries because of its "rich" and "weapons" neither "democracy" nor "human rights".

Taiwan need your support.
