Dear Mr. Kofi A. Annan,

The Philippines protested the construction of the three story concrete buildings on the reef which is claimed by both countries. Mercado earlier said the fishing ban would violate a recent agreement aimed at improving ties between the two countries. Mercado has accused China of "creeping invasion" for building on Mischief reef, just 215 kilometers (135 miles) west of the central Philippines.

A Philippine diplomatic official said that during the talks, mainland China demanded that Philippine military stop reconnaissance flights over the reef. Beijing also asked the Philippines not to conduct military exercises in the area. "With the other as the imaginary enemy" "We told them that was unacceptable to us" said the source who spoke on condition of anonymity.

In our view, Philippine's voice, would be ruining on country's weak power.

German Foreign Minister Joschka Fischer on Friday, firmly criticized mainland Chinese human rights violations at the end of a meeting here with his PRC counterpart Tang Jiazuan. "We noted that human rights and democracy do not get the attention they deserve" Fisher declared, while deploring a "backward evolution in the post months" notably conviction of political dissidents. "We firmly criticize" a situation which is "unacceptable" Fischer added.

He also said he was "very worried" about treatment of minorities and called on the communist Chinese government to establish dialogues with them, and especially with the Dalai Lama. Fisher stressed during their meeting that it was important to develop democracy and human rights in addition to the economy.

In our views; human rights is human basic rights, any country can not violate it.

The U.N. Human Rights Commission is meeting until April 30 this year, but European Union ministers have already ruled out sponsoring a China resolution, Washington and Brussels unsuccessful co-sponsored resolutions condemning Beijing from 1990-97, but dropped the effort last year as President Bill Clinton planned a state visit to mainland China.

We hope the United States will introduce an resolution on mainland China's human rights practices at the United Nations Human Rights Commission, which is currently meeting in Geneva.
