以下各位所看到的英文稿為本會老法顧問stephane TIGNEL向法國與歐洲各國寄出去的E-mail稿,有法文版與英文版,現在已經有了良性回應,相信未來台灣正名會更務實些,內文除了說明ROC與PRC之不同之處,還表達Taiwan法國人的看法。

Monsieur le President de la Republique,

On April 2nd, 2002, the head of cabinet of the French presidency, Mrs. Annie LHERITIER, wrote a letter which was sent to us to the following address:

The fact that this letter was sent to Taiwan - People's Republic of China, was not awaited. 
We think, indeed, that to confuse Republic of China (R.O.C) and People's Republic of China 
(P.R.C) corresponds exactly to disparage all the evolution in progress in Taiwan that marks not 
only the process of democratization of the island, but which in addition differentiates China from Taiwan by the institutional system of that one as well by the will of the Taiwanese to live under a free, republican mode. The aspirations of these ones being completely similar to those expressed by the French at the time of the second turn of Presidential, we believe that they are not less legitimate. 
This is why we would wish that the Member States as all the European institutions do not mistake about the different denomination between Taiwan and China. At least, if the States plan to write more than the mention "Taiwan" on a mail or on the envelope, we would like the mention brought to be "Republic of China" (R.O.C). If they still wrote "People's Republic of China" (P.R.C), we would once more be shocked and feel humiliated that they do not recognize the difference between the two rules and their practices, both regarding their citizens and their foreign relations, especially when those ones are about with the acceptance of the other, of his/her difference and of the respect of Human Rights.
The assimilation without any doubt was inopportunely carried out, while Mr. Jacques Chirac was at that time candidate for a second presidency of the Republic. As being French, I however feel shameful that our foundation, which is represented by more than 6000 people, received a mail from the French presidency sent at this incorrect address. After having received this letter emanating from the head of cabinet of the French presidency, us, and all Taiwanese at the same time, felt terribly betrayed by your cabinet.

However, we count much on the values that President Jacques Chirac has proclaimed before 
and after his re-election. We believe that he will know without any hesitation to apply them in 
the French foreign relations, and this in order to ensure the future of the country that Mr. JacquesChirac represents. 
We sincerely wish that you make share again with us what are the French public opinion 
towards the island of Taiwan. 
More than ever, although being in dissension on the fact that Taiwan is an independent country, we would like to encourage the Member States of the EU to act according to their principles concerning freedom, democracy, peace and determination of the people, so as not to only regard Taiwan as a custom's area separated from China, which could carry out continental China to proceed to much abuse power under cover of OMC in the near future. 
As unwilling to get a fourth freedom setback, coming after those of Tibet (which should not be 
viewed as Chinese), Hong Kong and Macau, Taiwanese people sincerely need your comprehension and help regarding their worldwide isolate situation for so numerous aspects as the development of:
1. An identity based on sense of security, safety feeling;
2. The feeling to be considered, respected by other great nations, and helped; 
3. A non-oriented media service, which at the present tends to discourage Taiwanese people from thinking that their country's powers are acting for the whole population;
4. On the other hand, an increasing influence on Taiwanese media to let them understand that they constitute another educative, spirit-raising force for the average Taiwanese;
5. A better health, acknowledged by WHO; 
6. A strong communication related to political economy and management policies, as the majority of Taiwan SMEs do not know how to effectively manage good relations with European countries; and so on.


Really, Taiwan needs to hear a unified and clear voice coming from the Member States from
the European Union and counts on your valuable assistance.
Condescend to approve, Mr. President of the Republic, the expression of our very high 
consideration.
