Dear Mrs. Madeleine Korbel Albright,

Democratic Taiwan have had been warned that mainland China definitely has the ability to attack military threats from the north following the collapse of the Soviet Union.

National(ROC) Security Bureau Director-general Yin Chung-Wen, said(June 1, 1998) the mainland is now focusing on developing its "five-stage tactics" for the invasion of Taiwan, including electronic warfare, missile attacks, air combat, sea war, and amphibious lading.

Yin said information collected by Taiwan's intelligence agents indicated all military maneuvers and training by the mainland's People's Liberation Army(PLA) are targeted at Taiwan, which Beijing regards as part of its territory.

The head of the country's top intelligence agency made the warning during a speech at a university in Taipei.

Yin said Taiwan's military is now closely watching the mainland's development in information (electronic) warfare, which will likely be a decisive factor in any future battlefield.

He said the PLA is now continues practice of new attack scenarios against Taiwan, involving sequenced missile attacks, control of the air and sea, and amphibious landing on the island. Yin added that the number of mainland Chinese spies in Taiwan is not as large as people have speculated.

He also warned of spies from other nations. Who he said were quite large in number and often collected information about Taiwan's security openly. At recent period of nuclear crisis; Beijing denied mainland China had aided Pakistan's nuclear program.

"We have not done it." The Beijing's Foreign Ministry official Tang Jianxuan said "we are not that stupid; nobody likes the idea of having so many nuclear weapons

countries around their borders." "The international community is worried about whether this will touch off a chain reaction." he said, "China is concerned about the consequences on non-proliferation." "India's nations feeling is strong, but China's national feeling is also very strong." he added.

Nevertheless; mainland China would consider resuming nuclear tests if the nuclear arms tension between India and Pakistan worsens, a senior foreign ministry official said Monday(May 31, 1998).

PRC, U.S. two nuclear weapon's countries; it is the time for both sides to cooperate on nuclear crisis. But according to history, the many "if" involved in untrustworthy negotiation.

On above reasons; Taiwan need your help.
