Dear
Mr. Colin Powell,
Miss Condoleezza Rice,
A senior Chinese official for
Taiwan Affairs, Zhou Mingwei arrives in Washington on Feb. 24, 2001 for
four days of talks with administration officials, members of congress and
others.
In public and private meetings in
New York, Zhou, who’s the deputy director of the State Council’s
Taiwan Affairs office, warned explicitly that Taiwan will face a war with
China if unification is not realized.
“The only alternative to
unification is war,” Zhou added. Zhou also dismissed the “small three
links” as “nothing” the source, warning was given to Washington by
Zhou, “You are helping to split us. You’re hurting unification and
it’s violating the (three) communiques”.
In our view, Beijing warns too much to repent itself.
Everyone in Taiwan is new group
call “New Taiwanese”. We must face that “New Taiwanese” are
mixed-culture. This consists of Chinese, Aboriginal, Hakka, Dutch, Spanish
and Japanese.
To tell the truth, New Taiwanese
in Taiwan is different from Chinese in mainland. The controversy will
escalate into “Beijing’s threat by force”.
We concerned that the Bush
administration should go beyond publicly urging Taipei and Beijing to seek
“meaningful dialogue” by privately offering to facilitate it, that one
possible starting point might be for the U.S. to invite Beijing and Taiwan
to discuss issues from the “middle ground”.
What is “middle ground” that is Beijing’s
“anything can be discussed” and Chen’s integration”.
If Taiwan cannot maintain the military balance of cross-strait that
Beijing is hard to sit for talking with Taiwan.
Beijing used to warn the war would
be happened by pro-independence of Taiwan, but “U.S. arm sale to
Taiwan” is real reason.
Military power is everything, that is Beijing’s
doctrine.
So that Taiwan needs your help.
Yours Sincerely,
Yang Hsu-Tung.
