        Miss Condoleezza Rice,

 

In the United States, the State Department concluded on Feb. 25, 2001 that despite seven years of deepening American economic engagement with China, the human rights situation there had worsened significantly, with “intensified crackdowns” on religious organization, political dissenters and “any person or group perceived to threaten the government”.

The catastrophic 10 years (1966-1976) by PRC historians, Mao’s Cultural Revolution was one of the most brutal episodes in either Chinese history or modern world history.

The memory still haunts all but the unknowing young on the mainland. It is also the main cause of Taiwan’s as well as the world’s growing disillusionment and suspicious of the communist dictatorship.

The Falun Gong since it was outlawed as an “civil cult” 18 months ago, its members have staged non-violent protests in Tiananmen Square almost every day. More than 120 have died in police custody, thousands remain in jail. Reports said the crackdown is spreading to the mainland’s network of catholic and protestant “house churches,” which serve an estimated 30 to 40 million believers who worship illegally in private homes. Beijing has used the law outlawing Falun Gong to brand 10 Christian sects as illegal “cults”. More than 10 Christian leaders have been arrested.

Since the Falun Gong spiritual movement was banned by Beijing in July 1999, numerous reports have suggested that practitioners have been sent to mental institutions.

A substantial amount of documentary evidence that the communist Chinese authorities have in fact, a long standing record of the misuse of psychiatry for politically repressive purposes.

Beijing explained “re-education through labor’s camps …” The authorities treat those people receiving re-education like teachers treat students, like doctors treat patients and like parent treat children.” --- Liujin, head of China’s state council office for prevention and handling of cults.  

In Taiwan side, the 228 incident was a brutal military crackdown on civilian protests that broke out on Feb. 28 1947 against the KMT administration on Taiwan. The actual number of people killed and missing remains unknown, but some have placed the figure in tens of thousands.

During the White Terror period from 1949 --- when the KMT forces lost the Chinese civil war to the communists --- to 1987, when martial law was lifted, thousands of Taiwan’s most prominent citizens and leading intellectuals were dragged from their homes to be killed or vanish without explanation as the KMT waged war against Taiwan’s Japanese-educated intelligentsia.

Feb. 28, 1947 happened Taiwan’s 28 Incident. The KMT soldiers massacred 28,000 citizens. General Chen Yi said the Taiwan disturbance was the handiwork of a small group of hooligans and communist agitators.

After 42 years later, in China, Bo Yibo said, “the people with ulterior motives who are behind this student movement have support from the U.S. and Europe and from the KMT reactionaries in Taiwan”.

228 incident sowed the seeds of the Taiwan independence, and Tiananmen Square incident sowed the seeds of China democratic movement also.

If Taiwan were to fall into China’s grasp peacefully or otherwise, Beijing’s ambitions for hegemony over East Asia and beyond would get a hefty boost PLA strategists are already openly discussing a war with the U.S..

In such a conflict, Taiwanese youth will be drafted into the PLA and forced to fight on the wrong side. Nevertheless, do the people of Taiwan really wish to fight for the hegemony of China and against the forces of democracy and freedom? This requires courage, wisdom and fortitude active preparation to resist Chinese military aggression is vital. We thought that failure to adopt such a policy portends a disastrous and dark future for Taiwan.

In our view, historical education and cultural grudges about 228 incident and 64 incident from the old era will give Taiwan society to truly learn the meaning of history.

For such a long time, Taiwanese people commemorate 228 and 64 massacre, that China’s No. 2 Taiwan affairs official completed the first day of his visit to Washington on Feb. 27, 2001.

The man Zhou Mingwei reveals his Zhou’s shock waves which relating to Taiwan issues said that

A.  reportedly said the only alternative to unification is war

B.  criticized the government of Chen Shui-bian as insincere

C.  called the small three links’ nothing

D. rejected all U.S. arms sales to Taiwan.

We have the same idea of such impression, “some officials in the government have a rather abnormal attitude towards China …My Taiwanese friends in the government have handled China rather feebly, which will only make these Chinese officials look down on you”. --- Wei Jingshen, an activist for Chinese democracy, said that on Feb. 26, 2001.

Wei was forced into exile in the U.S. in 1997 after spending 17 years in Chinese jails for advocating multi-party democracy in China. “People in Taiwan should understand that the democratization of China is the only way to guarantee the island’s security,” Wei said.

If Beijing’s attitude could be expressed by “one China, with each side making its own interpretation” into international mediation with Taiwan, that “special state-to-state” would not hurt of spirit of interpretation.

If “Beijing one China” precondition is a major barrier to the resumption of bilateral talks, Taiwan will be unable to restart negotiations with mainland China if Beijing continues to ignore the political reality existing between the two sides.

We will not accept Beijing’s “one China” precondition for resumption of talk between the two sides of the Taiwan Strait.
