We thought that Los Angeles
Time’s report on Feb. 8, 2001 … “Each President since 1989, in other
words, find that he can’t get as cozy with mainland China as America was
in Henry A. Kissinger’s heyday.
In each new administration,
there is a constituency in favor of asserting American values of freedom
and democracy, to Beijing’s displeasure …
Every president to do business
with Beijing leaders would face different politics, either for human
rights or for humanitarianism, but for concerning about economic advantage
and military strategy.
The Clinton administration
supports U.N. condemnations of mainland China in every year, but
Beijing’s records in human rights were going on step down day by day.
This will be the first real test
of whether Bush’s own rhetoric during the campaign about human rights
has any sustenance to it.
When just the time, U.S. plans
for a national missile defense --- which China strongly opposes contrary
to China’s problems are not be ignored by human rights, weapons
proliferation and planned 17.7 percent increase in its military spending.
It is very hard to say where is
difference from Washington and Beijing’s political relationship, but
considering all the scandals spreading in the wake of former Bill
Clinton’s departure from office, and with public calls for a thorough
investigation into whether Clinton administration officials accepted
bribes from Beijing, President Bush and the White House have naturally
raised their level of vigilance. More importantly, Beijing’s preference
for political backdoors causes Americans to dislike China even more. They
are “demonizing” themselves.
Beijing officials to focus diplomatic efforts on Bush
senior are going through the backdoor and using connections.
Furthermore, according to the traditional, feudal and autocratic thought
of the Chinese Communist Party, the patriarch of a family is the authority
in a household and political elders are the authorities in the political
world. Bush senior is therefore doubly qualified, making him doubly the
object of their diplomatic offensive. Furthermore, they remember the elder
Bush serving as the first chief of the U.S. liaison office in Beijing
after Richard Nixon signed his joint commuique with China. He is an “old
friend of the Chinese people.”
There are many questions about
communist Chinese’s thought, why? That young Bush revealed so much
differences from his father’s attitudes?
George W. Bush is a president
elected by the people and not a successor chosen by Bush senior in the way
that Deng Xiaoping arranged for Jiang Zemin to be his successor while he
pulled the strings behind the scenes. Thus the more Beijing tries to use
the Houston backdoor, the more President Bush wants to cast off his
relations with his father and Beijing.
Beijing official said “we have
prepared tea and chairs for guest (Taiwan), and just waiting for our
counter parts to start talks”, but “one China” should be the first
bitter tea for Taiwan.” “Taiwan authorities’ refusal to accept the
“one China” principle as the prerequisite for resuming talks exposed
their purpose to separate Taiwan from China,” Beijing’s office added.
In my view, “sit to talk” is an invitation
of negotiation and dialogue there should be on equal position without any prerequisite.
Taipei mayor Ma Yong-jeou said on
Feb. 12, 2001. “I’m delight to see success in Hong Kong of the “one
country, two systems’ formula, which Beijing used to take over Hong
Kong.”
Nevertheless, Ma said on another
occasion that he
doesn’t think that the scheme is suitable for Taiwan, adding that the
best option for Taiwan at the moment is maintaining the status quo.
In our view that most of Taiwanese
people have the same idea with mayor Ma.
In Taiwan side, that expected to
continue focusing its efforts on promoting trade, economic, cultural and
educational exchanges between the two sides.
China signed a U.N. covenant on human rights and the
treaty in 1997. China has also signed 5the international covenant on
political and civil rights, but has yet to ratify it.
The covenant provides all people with the right to self-determination,
which means they can freely determine their economic social and culture
development.
Obviously, Hong Kong is
endangering the territory’s autonomy that “evil cult” as Falun Gong
in there is one of the biggest tests yet of the “one country, two
systems” form of its government.
“I’m afraid Mr. Tung’s
comments on Falun Gong will incite hatred against us … all of our
activities are carried out peacefully in here,” Hui Yee-han, a Falun
Kong spokeswoman said on Feb. 8, 2001.
In Taiwan, vice President Annette
Lu proposed on Feb. 15, 2001 that a northeast Asia alliance comprising
Japan, South Korea and Taiwan be setup to maintain peace and security in
the region.
In our view, rich China would
enhance its political conflicts on deviation over nationalism in which Taiwan is the first choice to face
the war by Beijing that relating about 2 to 5 years’ pressure inside of
mainland China.
Nevertheless, European, as French
and Germany like most of its European allies, has expressed serious
misgivings about NMD, in terms of the benefits for Europe and whether it
will work at all.
But on the other hand, why that
Beijing objects strongly to a smaller Theater Missile Defense system
intended to protect American troop and allies in Asia?
We thought something could attack
over Beijing’s strategic condition for its internal anxiety. If European
wanted to peace, it could concern about the future of communist China’s
threat.
“When both countries enter into negotiations, it is
vital that both sides are treated equally, Taiwan should never accept the
“one China” principle and no negotiations should be opened under this
premise. If you give in on this, China will ask you to concede more,”
said Wei.
The Chinese dissident, jailed for
17 years by the Beijing government for advocating multi-party democracy in
China, seized the opportunity to reiterate the importance of democracy and
partisan politics, that he said as Taiwanese people’s will.
The reasons for Beijing to say
that “with WTO entry, we are looking forward to having more American
business sectors having long-term investment in that region, which
requires peaceful, stable surroundings there.
To create such a hot spot which
could be explosive any time, it would eventually hurt bilateral relations
and hurt us interests.”
On the other hand, Beijing has
vowed to take Taiwan by force, if it continues to delay unification with
China. So that U.S. arms sales “deeply hurt the feelings of the Chinese people”?
Still Beijing was vague in its
warnings as U.S. government is a child that fed by communist’s father.
