      A U.S. Navy surveillance plane    
      collides with a Chinese fighter jet sent to intercept it over the South    
      China Sea and makes an emergency landing in. The Chinese government says    
      the fighter crashed and its pilot is missing.
   
      May    
      7, 1999---   
       
 
      U.S. jets strike the Chinese    
      Embassy in Belgrade during the 78-day NATO bombing of Yugoslavia. The    
      bombing kills three Chinese and injures more than 20. The U.S. says it was    
      an accident and expresses “regrets and profound condolences.”
   
      March    
      1996 ---   
       
 
      China test fires missiles in the    
      Taiwan Strait during Taiwan’s first direct presidential vote. The    
      exercise prompt the U.S. to send two aircraft carrier groups to the region    
      to help protect the island.
   
      For Taiwan as well as the U.S. now    
      is the time to link closely on “fight or flight”.   
         
      
   
      In our viewpoints; First, U.S. could adopt a more    
      flexible policy by maintaining the right to sell arms to Taiwan. Second,    
      arms sales are essential to maintaining the military balance across the    
      Taiwan Strait. Third, provide enough wireless communication between the    
      U.S.-Taiwan Fourth, upgrade the surveillance’s system in Taiwan to    
      prevent spy plane crisis would happen again.   
         
      
   
      On the other hand, U.S. would not    
      be necessary to change the laws, the agreements or even the rules it have    
      established. It will require.   
         
      
   
      However, the political will take    
      whatever action we believe is necessary.   
         
      
   
      When the U.S. adopts an engagement    
      policy toward China maybe too sensitive to work well. But it could give    
      more diplomatic credit to successfully carry out a containment policy when    
      necessary.   
         
      
   
      U.S.-Taiwan strategic relationship    
      is crucial to the U.S’ development in Asia, both sides should freely    
      exchange opinions on cross-straits’ issues.   
         
      
   
      In our view, U.S. Asia policy    
      should focus on crisis management with having a station troops in the    
      region.   
         
      
   
      If outsiders always expected    
      Taipei and Beijing to improve their diplomatic ties, the Taiwan’s    
      security has become gradually uncertain due to China’s missile    
      deployments, military practices, and introduction of new missile    
      technology.   
         
      
   
      In short, China has the greater    
      potential to decrease the U.S.’ influence in Asia, and put forward to
