Dear Mr. President Clinton,

A senior Chinese official warned the United States that any attempt to bring Taiwan under the umbrella of a proposed Theater Missile Defense (TMD) system would be considered direct U.S. military involvement in Taiwan and would encourage pro-independence forces on the island. Such a move by Washington would be the "last straw" the official said.

Washington has said the threat of a North Korean missile attack was behind its TMD proposal. It is discussing the plan with several Asian countries, including Japan and South Korea. Beijing always argues the missile plan would fuel independence sentiment in Taiwan and is a violation of the communique .

In our views; Taiwan people can make decision whether "independence" or "reunification", but the most threat for Taiwan people to choice the "independence" is Beijing's autocracy.

However; Beijing do anything that its wants, the reports from New York, that using secrets stolen from a U.S. government laboratory, China developed the technology to miniaturize nuclear bombs, a key step toward fielding a modern nuclear arsenal. The technological advance was gained from the mid-1980s theft of U.S. nuclear secrets from the Los Alamos National Laboratory in New Mexico, according to Clinton administration officials.

The act of espionage was not detected until 1995, when American experts analyzing Chinese nuclear test results found similarities to America's most advanced miniature warhead --- the W-88 --- the Times reported.

In our views; it is would be a good idea that Taiwan has its own-made nuclear bombs for keeping balance of Beijing's threat.

Sincerely Yours,
Yang Hsu-Tung.
