Dear Mr. Tung Chee-hwa,
Premier Zhu Rongji on Friday (March 5, 1999) boosted his public image of candor and
competence with his first annual report to the National People's Congress (NPC), which
contained a frank discussion of mainland China's formidable problems.
In our views;
A. Zhu's report appeared to have few of the soporific qualities and predecessors and
caught the interest of most of the 2,978 delegates --- Zhu tell the truth.
B. Delegates gave Zhu their seal if punctuating the speech approval with rounds of
applause, particularly when he urged officials to be "realistic and never
make false reports and exaggerate to deceive their superiors and delude their
subordinates" --- that's all Chinese hopes.
C. He faced a great ordeal, but he gives no empty talk about it --- we support Zhu.
D. China is a big country. It is natural that there are some little happenings here and
there --- step by step, up to democracy, we wishes.
E. "I believe Zhu Rongji can do it with his firebrand determination. He faces a
difficult task, but he will put his heart and soul to solve them" Rita Fan, a
delegate from Hong Kong said.
F. "There are encouraging signs", in Zhu's promises to tackling corruption,
smuggling, and reform in state-run enterprises. But it may be difficult to achieve a 7.0
percent growth rate as Zhu pointed out" another Hong Kong delegate, Wu Qinghui said
that.
Even the scaled-down seven percent growth target is a tall order, judging from the
external and internal economic situation. It remains to be seen how the iron-fisted
"Economic Czar" and reformer is going to face the daunting challenges. We
have seen mainland China's leaders, as Premier Zhu is working his best for Chinese future.
We concerned about the "one country, two systems" that the Hong
Kong can do its democratic way to act as immediate transfer in which paving
the way for the future of bilateral ties between Taiwan and Hong Kong. Beijing and Taipei
were interfered by "political recognition". On the other hand, Hong Kong and
Taiwan bilateral ties can modify such kinds of "political embarrassment".
In our view; "one country, two systems" that means one system is Beijing's
system and the other system is "Hong Kong's democratic system".
Taipei Major Ma Ying-jeou said on Friday(March 5, 1999), he has proposed the
establishment of semi-official institutionalized mechanism to increase bilateral contact
between Taipei and mainland's Hong Kong".

Mainland Chinese Premier Zhu Rongji urged rival Taiwan on Friday to enter political
negotiations aimed at eventual reunification. Zhu urged Taiwan to make "actual
efforts for the sake of future improving relations between the two sides of the Taiwan
Strait and formally ending the state of hostility between the two sides under the
principle of one China".
In our views; one China is a democratic and free China. Hong Kong, can do its work for
"free and democratic system" that would link up Taiwan and mainland China. We
sincerely hope Mr. Tung Chee-hwa, can concrete Hong Kong's democratic system.
